Position Overview

Pact is recruiting a Monitoring, Evaluation, and Learning (MEL) Director for an upcoming USAID-funded Strengthening Local Non-Government Organizations (NGOs) in Timor-Leste. The project will aim to strengthen the organizational, advocacy, research, networking, and financial capacity of selected NGOs in Timor-Leste, as well as to increase the demand for advocacy services, and ensure laws and policies enabling independent NGOs operations are in place to enable NGOs to provide sustainable advocacy on behalf of their constituents.

The MEL Director is responsible providing overall leadership and oversight for project MEL. S/he will manage the project’s Performance Monitoring and Evaluation Plan, develop relevant MEL tools, and provide technical training and guidance to the project team and partners on relevant MEL tools and processes. S/he will lead the monitoring of data collection, collation, storage, analysis, and reporting ensuring that data is audit worthy and incorporated into program reports for submission to USAID. This position is contingent upon award.

The MEL Director will report to the Chief of Party.

Key Responsibilities

  • Lead the development and execution of the final project Performance Monitoring and Evaluation Plan.
  • Lead the development of relevant MEL tools and platforms, and provide MEL specific technical training, mentoring, and coaching to the project team and partners.
  • Develop strong MEL data collection and analysis systems to ensure that program interventions are effective.
  • Lead and maintain a knowledge management system for the project, across all project components and partners.
  • Contribute to program reports for submission to USAID.
  • Support program staff and senior management to use data to make informed and timely decisions related to program implementation.
  • Perform other duties as assigned.

Basic Requirements

  • Bachelor’s in a relevant field, such as statistics.
  • At least 5 years of experience managing data-intensive programs in designing, monitoring, evaluation, and learning methodologies.
  • Demonstrated ability to coach and train others in MEL methodologies.
  • Significant experience with qualitative and quantitative data collection and analysis methods, including tracking outcome indicators.
  • Demonstrated experience in analyzing, interpreting, and reporting on MEL results so that lessons can be learned and incorporated into programming
  • Creative problem-solving skills.
  • Demonstrated ability to manage and oversee multiple complex tasks simultaneously.
  • Fluency in English and either Portuguese or Tetum.

Preferred Qualifications

  • Experience working on other US Government-funded projects.
  • Advanced degree in a relevant field.
  • Prior experience working on programs in capacity development of civil society.
