We are currently seeking qualified candidates for the position of: Monitoring, Evaluation and Learning (MEL) Director for our anticipated work under the USAID Promoting the Quality of Medicines Plus (PQM+) Program.

Description:
The MEL Director will oversee the monitoring, evaluation and learning components of a global USAID project focused on sustainably strengthen medical product quality assurance systems in Low- and Middle-Income Countries (LMICs). S/he leads the design, development and overall management of the program’s MEL framework. The MEL Director will be responsible for overall management, development and implementation of the MEL framework and systems to collect data. S/he leads a team of staff to ensure effective analysis of data to produce information on inputs, outputs, outcomes and impact of the program. S/he collaborates with a wide-ranging technical team, including sub-grantees and field staff, to design a system for data collection, analysis, and indicator-based reporting to support demonstration of programmatic results and their contribution to country, regional, and global improvements. S/he collaborates with the program team to ensure the project MEL plan and reporting framework contributes to program’s research and learning agenda. S/he shares MEL data and improvement plans, as well as strategies for program improvements for greater program effects with program team. It is anticipated that the position will be based in Washington, DC or Durham, NC and will report to the Program Director. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval.

Job Summary/Responsibilities

  • Leads the design, development, planning, and implementation of the program evaluation activities. This includes development and dissemination of tools, materials, reports, data, and papers linking interventions to the desired objectives and the overall program goal;
  • Manage and oversee staff, including partners, that are carrying out the MEL agenda of the program;
  • Develop strategies and tools for the design and implementation of monitoring of specific technical components;
  • Work closely with program leadership, including partners, to co-design monitoring tools, selecting indicators, and determining field monitoring responsibilities;
  • Works to ensure tool compatibility and coordination within the M&E framework, and consistency with national and donor requirements;
  • Responsible for providing technical assistance, developing and setting up systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements;
  • Focus on strengthening the M&E system, building capacity of partners and staff, and improving alignment and support to host-country M&E systems;
  • Work closely with program leadership, including partners, to develop and implement a robust learning agenda for continuous learning, collaboration and adaptation to further the program’s research and learning agenda;
  • Undertake periodic reviews of program and/or country M&E systems and participate in planning M&E system strengthening actions.
  • Provide guidance on relevant information systems for the program objectives, as well as best practices documentation and reporting;
  • Oversee the publication and dissemination of information on successful and promising approaches, lessons learned and other program results to program partners, donors, and other key stakeholders

Required Qualifications:

  • Master’s degree in monitoring and evaluation, public health, demography, social science, economics, or relevant discipline. Significant study in the health field, international development and/or program monitoring and evaluation
  • At least 7 years of experience related to monitoring, evaluating and reporting on programs related to communicable and/or non-communicable diseases or international development in developing countries;
  • Demonstrated analytical skills and experiences advising on methods to identify and evaluate best practices and state-of-the-art approaches;
  • Demonstrated experience developing the capacity of program staff in setting goals and objectives, identifying outputs and outcomes, and collecting and using indicator data. This includes designing a system for data collection, analysis, and indicator-based reporting to support demonstration of programmatic results and their contribution to country, regional, and global improvements;
  • Must possess strong management, interpersonal, writing, and organizational skills for reporting on program and study results;
  • Must have demonstrated mentoring, supervision, and facilitation skills and the ability to network and communicate with a wide range of stakeholders;
  • Experience in design and implementation of M&E systems for USG-funded projects;
  • Strong background or formal training in evaluating international development programs, experience evaluating health system functions is strongly preferred;
  • Strong quantitative and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences;
  • Demonstrated expertise with variety of research and analytical methods;
  • Excellent report writing, analytical, and communication skills, including oral presentation skills;
  • Experience managing and supervising teams at headquarter and field offices;
  • Experience working in LMICs is preferred
  • Fluency in English is required, and a second language is preferred.

This position is contingent upon award and is based in either in Durham, North Carolina or Washington, D.C , with travel internationally as needed, between 10- 25% of the time.
