Job Description

Tetra Tech DPK (Tt DPK) seeks Monitoring, Evaluation, and Learning Director (ME&L) candidates for an anticipated USAID-funded Strengthening Judicial Systems Activity in Serbia. This program is expected to enhance the impartial and timely delivery of justice for Serbian citizens. The activity will advance the delivery of justice through improved justice efficiency, increased accountability of judicial actors, and more uniform application of the law increasing the consistency and predictability of judgements.

The ME&L Director must provide performance monitoring and evaluation of the program, to include developing appropriate indicators, implementing systems to safeguard the collection and management of program data, and recommending changes to performance monitoring and work plans. The ME&L Director must also provide technical assistance and training to program staff and liaise with USAID/Serbia in ME&L design, modification and reporting. Applicants should be Serbian nationals or other nationals with experience in Serbia.

Requirements:

  • A university degree (bachelors or higher) in any of the following or related fields: social science, management, international development, or monitoring and evaluation.
  • At least 3 years professional experience working on ME&L issues in a development context.
  • Prior experience in judicial reform programming the monitoring and evaluation of policy reform.
  • Demonstrated capabilities in knowledge management and organizational learning.
  • Proven ability to develop and communicate a common vision among diverse partners.
  • Prior experience with USAID or other donor-funded projects preferred
  • Proficiency in English and Serbian
