Project Summary:

The Resilient Communities Activity (RCA) activity in Colombia aims to strengthen local systems for enhanced human security conditions and thus mitigate the effects of organized criminal groups and other violent incidents in target locations. It is expected that local capacity-building and sustainable coordination processes among key stakeholder will drive this activity.

Position Summary:

The Monitoring, Evaluation and Learning (MEL) Manager provides leadership and guidance for overall project MEL assessment efforts and provides technical direction for MEL strengthening activities for RCA. S/he is responsible for the development of policies and guidelines, adapting and enhancing existing learning assessment tools that will track and measure the effectiveness of project implementation and impact related to overall project objectives and activities. S/he supports and contributes to annual work plan and progress report preparation and Monitoring and Evaluation (M&E) analysis for the overall project. The MEL Manager is responsible for developing MEL systems, including data quality assurance procedures, and compiling, processing and analyzing activity performance data. The MEL Manager will be responsible for ensuring regular and consistent documentation and that reporting deliverables are met in compliance with USAID rules and regulations.

Reporting & Supervision:

This position report to the Deputy Chief of Party- Operations.

Primary Responsibilities:
  • Conduct monitoring, evaluation and learning assessment for the project in compliance with the client (USAID) and stakeholders’ requirements and policies;
  • Support in the implementation and usage of implementation tool to identify eligible participants.
  • Contribute substantially to annual work plan and provide quality data for efficient planning;
  • Develop and update the MEL strategy, including review of its theory of change, results framework, identify indicators, relevant and applicable baseline data collection strategies and methodologies, and the financial and human resources needed to successfully implement the MEL strategy;
  • Identify evaluation, design, and assessment priorities, and implement these using scientific methods (both qualitative and quantitative);
  • Develop tools and protocols and define procedures for performance indicators, data collection and reporting in line with data quality standards;
  • Ensure that performance monitoring/M&E and evaluations are consistent with program results;
  • Ensure organizational learning through effective monitoring systems and reflections from the field implementation of the project;
  • Write and review reports of evaluation and surveys conducted under the project;
  • Conduct and report on weekly rolling assessment on project implementation;
  • Maintain an up-to-date catalog of all project MEL tools and forms in electronic and hard copy data files;
  • Assist in the collection, storage, and analysis of accurate, high quality and reliable data and GIS information; ensure performance indicators and output, outcome, and impact data are prepared and collected properly in targeted geographic and thematic areas;
  • Identify in-country MEL training and Short-Term Technical Assistance needs and ensure that these needs are met; provide training on MEL activities as needed;
  • Conduct project site visits to collect quantitative and qualitative data; including site visits for secondary verification of data results;
  • Conduct periodic research and/or case studies to measure impact of activities;
  • Design and conduct spatial analysis to support MEL indicator reporting, including providing geo-located data and spatial products on applicable project indicators;
  • Design and lead Collaborating, Learning and Adapting (CLA) efforts;
  • Develop tools for data collection and protocols for performance monitoring as well as baseline, midline and endline and other assessments as needed;
  • Ensure data collected, stored and analyzed in the Creative web-based platform, MEDAL;
  • Analyze ongoing quantitative/qualitative data at different points in the program leading to the specific program/contract results;
  • Ensure regular communication of MEL activities to all key stakeholders and contribute to the quarterly, annual report and project reporting to USAID;
  • Work closely with technical staff and institutional partners to explain MEL processes and understand how these processes relate to the project’s technical work, and to promote MEL-related training as needed;
  • Manage MEL resources and ensure that M & E information and resources are up-to-date, available to staff and widely disseminated; and
  • Perform other related duties as assigned.

Required Skills & Qualifications:
  • Relevant Master’s degree in the field of international development, statistics, social sciences, economics, political science or closely related inter-disciplinary fields with at least seven (7) years of experience implementing M&E systems for U.S. Government-funded projects;
  • Experience in developing and implementing M&E plans and results-based management;
  • Experience in capacity-building of local staff and partners;
  • Proficiency in addressing factors that maximize gender and social inclusion;
  • Familiarity with international donor regulations and procedures;
  • Strong background in qualitative and quantitative M&E of development programs;
  • Strong quantitative skills and demonstrated capacity and experience in data analysis, data collection; statistical analysis; and reporting; including experience with computer-based statistical packages and databases (Epi Info, ACCESS, SPSS, etc.) required;
  • Experience designing and implementing M&E training/capacity building programs for international organizations required;
  • Experience with complexity-aware monitoring methodologies;
  • Robust understanding of CLA principals and experience implementing CLA plans
  • Experience in developing Learning plans;
  • Experience working with international donors, as well as counterparts and beneficiaries (e.g., international and local NGOs and government representatives);
  • Knowledge of M&E approach of other, non-U.S. donors or Agencies is desired but not required;
  • Experience conducting field research required; including using qualitative and quantitative techniques;
  • Excellent organizational skills and attention to detail;
  • Ability to establish priorities and meet deadlines and to initiate and implement activities with minimal oversight and supervision, required;
  • Excellent interpersonal skills and teamwork;
  • Effective communication skills, ability to make formal and informal presentations both orally and in writing and produce professional and analytical reports and program documents; and
  • Fluency in English and Spanish.
