Job Description

Roles and Responsibilities

  • The M/E/L Director is responsible for providing overall leadership to all project related monitoring, evaluation, learning and adapting activities.
  • S/he develops and implements the M/E/L strategy, tools, templates in collaboration with technical staff.
  • S/he is responsible for providing high quality technical assistance to departments of the Ministry of Public Health (MoPH), PNFPs and private sector in strengthening the data quality and HMIS system.
  • S/he provide necessary technical support in developing a functional community health information system.
  • S/he provide direction and oversight to the M/E/L team of the project.
  • S/he leads priority research activities in areas decided by the project senior management team.
  • S/he build capacity of relevant MoPH departments to turn data to evidence and improve utilization of those evidence at national and subnational levels.
  • S/he prepare specific logical models, performance measurement frameworks, including the collection of baseline and end line data.
  • S/he leads planning for monitoring, evaluation and learning activities and its implementation.
  • S/he leads learning, sharing and adapting agenda for the project and build the capacity of MoPH on knowledge management.
  • S/he leads implementation of quality surveys in collaboration with relevant MoPH departments.
  • S/he serves as the member of senior management team of the project and provide continuous advice to the management of the project.

Minimum Qualifications

  • Master’s Degree in monitoring and evaluation (M&E), epidemiology, biostatistics, statistics, research methods or related field
  • A minimum of five (5) years of work experience with M&E for health programs, demonstrating increased level of responsibility;
  • At least 3 years’ experience in data management, data quality assurance, research and evaluation preferably in the field of health system strengthening.
  • At least 3 years’ experience of working closely with the Afghanistan Health Management Information System (HMIS) at various levels.
  • Extensive experience of working with partners on M/E/L activities.
  • Demonstrated knowledge and skills of using software packages for data analysis.
  • Strong written and oral communication skills with a demonstrated ability to review, synthesize information and produce quality reports.
