The goal of BEQUAL is to ensure more girls and boys of primary school age, particularly those experiencing disadvantage, achieve functional literacy and numeracy and acquire life skills. The program will address education policy, planning and coordination, increased child participation in and access to basic education, teacher education and improved school infrastructure.
Coffey, through BEQUAL, is now seeking applications for a Monitoring, Evaluation and Learning (MEL) Manager to join this significant and high performing education program.
The Monitoring, Evaluation and Learning Manager will have overall responsibility for reviewing, managing and implementing an effective monitoring, evaluation and learning system, and plan to ensure alignment with the requirements of BEQUAL and of the implementing partners
The MEL Manager will advise and support BEQUAL and MoES team members in the development and use of monitoring methods and tools to build understanding of the M&E approach, evaluate lessons learnt, while creating and managing effective learning and feedback mechanisms Real time monitoring mechanisms and facilitating and identifying learning from strategy to implementation will be key outputs for adapting and scaling delivery mechanisms that will contribute to BEQUAL achieving the expected program outcomes.
While ensuring full consideration and integration of GEDSI into all BEQUAL monitoring, evaluation, learning and reporting, the MEL Manager will work collaboratively with the Learning Facility to provide timely and relevant information, advice, and networks to assist the Facility’s conduct of program-level research, reviews, impact assessments and visibility activities.
You will have tertiary qualifications in a relevant discipline, and, ideally, demonstrate at least eight years of management experience in a large program within the education sector or context, in a developing country.
Coupled with a strong capacity to produce coherent DFAT standard reporting, facilitate learning events and your quantitative and qualitative research skills, you will demonstrate extensive experience developing and implementing large-scale, complex monitoring, evaluation and learning systems.
You will demonstrate the ability to effectively self-manage your priorities and deadlines while working effectively with senior management and implementing teams to deliver results.
A strong ability to coach and mentor colleagues from diverse social or cultural backgrounds is essential. Previous experience in the education sector, within South East Asia or Lao PDR is highly desirable.
