- Opportunity for an experienced MEL specialist to support development of the education sector in Fiji

The Australian Government has established the Fiji Program Support Facility (the Facility) to implement its education, health and scholarship aid programs in Fiji and its scholarship and education programs in Tuvalu. The Facility will also support the delivery of Australia’s emergency response efforts following natural disasters, and governance sector support when requested by the Fiji Government.
Australia’s Support to Fiji’s Education Sector is a key component of the Facility. The focus of the support is on systems strengthening, in particular in literacy and numeracy, inclusive education, Fiji Education Management Information System (FEMIS), and teacher preparation and development.
The Monitoring, Evaluation and Learning (MEL) Specialist – Education will have overall responsibility for managing and implementing the MEL requirements for the Education Program, including developing the MEL implementation plan and ensuring the program is guided by timely and accurate information on progress towards program outcomes. The MEL Specialist will provide hands-on support to ensure systems are in place for the collection and analysis of evaluation data and that program reporting is of a high quality and meets DFAT requirements. The MEL Specialist will work closely with colleagues in the Ministry of Education, Heritage and Arts to strengthen education information analysis to inform decision-making. This position will also work collaboratively with all stakeholders to build understanding of the MEL approach and will work closely with the Facility MEL Leader to ensure all Facility MEL requirements are applied consistently across the Education Program.
Are you a highly qualified MEL professional with experience in applying your MEL expertise in the education sector in developing countries?
We are seeking applicants with considerable practical experience developing and implementing large-scale, complex monitoring systems and evaluation plans; ideally in the education sector. Experience also in education research or evaluation including the development of fit-for-purpose methods and tools, which are gender appropriate and inclusive will be required. Candidates will need to demonstrate excellent reporting skills and the ability to facilitate learnings from MEL findings, as well as a strong ability to coach and mentor colleagues from different social or cultural backgrounds. Previous work experience in the Pacific is desirable.
