The Pacific Labour Facility facilitates seasonal and longer-term work opportunities for Pacific workers to Australia. It connects Australian employers with Pacific workers, supports the administration of the PLS and provides targeted support to SWP. The PLF is managed by Palladium and provides the backbone of Australia’s future support for circular labour mobility in the Pacific under the direction of the Department of Foreign Affairs and Trade (DFAT).

The PLF have subcontracted Whitelum Group to support the Quality, Learning and Performance (QLP) stream functions for the program. The Monitoring & Evaluation (M&E) Manager will be contracted directly by Whitelum Group, however the position will be an embedded member of the PLF team. Day to day management of the M&E Manager will be undertaken by the Quality, Learning & Performance (QLP) Lead, and supported from a quality assurance perspective by Whitelum Group.

The purpose of the M&E Manager is to promote evidence-based decision making and learning across the PLF Program in order that the Program continuously improves to reach its targets and outcomes. The M&E Manager will lead a geographically dispersed team of professionals (including QLP Coordinators in 8 Pacific locations) to design and implement the PLF Monitoring, Evaluation, Research and Learning Framework and activities, including data collection, collation, analysis, reporting, and learning events and products. Under the direction of the Quality, Learning and Performance (QLP) Lead, the M&E Manager will:

  • Manage the M&E section, including the M&E Officer and up to 8 QLP Coordinators (these positions will be located in Pacific partner countries and report to the M&E Manager). Team management will include regularly meeting with staff to discuss their role within the team, providing performance feedback and mentoring. The M&E Manager will also ensure that QLP Coordinators are coordinating with Research and Social Inclusion staff in the QLP team.
  • Ensure that M&E data collection tools and methods are rigorous, culturally-appropriate and result in credible and accurate data. This will include overseeing testing of instruments, piloting different methodologies, and spot-checking/quality assurance of databases.
  • Produce a range of timely user-focused M&E products and services that promote uptake of evidence and support informed operational and policy decision-making. This may include responding to requests for M&E related information, including rapid turn-around briefs, info-graphics, dash-board support, thematic / topical papers, etc.
  • Coordinate with the MIS Manager to ensure the integration of M&E tools into online platforms, including PLF’s Management Information System. Ensure that these platforms can provide accurate and timely M&E-related reports for internal and external stakeholders.
  • Contribute to Annual Reports (and other reports and outputs) with timely and credible data.
  • Contribute to the Adaptive Management Learning Cycle with the QLP Unit, including through the production of information and evidence, and facilitation of events.
  • Other tasks as requested by the QLP Lead.

The M&E Manager will have experience in managing M&E teams for development programs. The ideal candidate will have the following skills, competencies and experience:

  • A minimum of 10 years of experience in the design and implementation of M&E in development projects.
  • A post-graduate degree in a relevant social science, supported with demonstrated experience in data collection, analysis and reporting.
  • Excellent organisational, project and team management skills, including an ability to initiate and follow up tasks, delegate, prioritise and monitor progress, manage a team to achieve targets and outcomes.
  • Experience working with DFAT and/or on DFAT funded programs, and experience working in the Pacific, will be beneficial.
  • Excellent stakeholder engagement and communication skills including internal and external stakeholders in Australia and in partner countries.
  • Demonstrated data analytical skills to determine whether and how the program is tracking against its outputs and outcomes, and against its annual workplan and thematic strategies including quantitative and qualitative design and analysis, and cost-benefit analysis.
  • Strong training & facilitation skills, including ensuring that learning events are engaging and dynamic, and achieving desired outcomes.
  • Strong communication skills with an ability to communicate with diverse audiences using multiple channels (info-graphics, written, workshops, reports, etc), and to communicate results to people without technical backgrounds.

This is a Brisbane based position located in the PLF office and the successful candidate must have the right to work in Australia.

The contract will be for a period of 18 months with the possibility of extension.
