Job Description

Chemonics seeks long-term specialists for the anticipated USAID Healthy Mother, Healthy Baby Activity in Tajikistan. The activity seeks to improve the nutritional status of mothers and children under two, prevent morbidity and mortality, and improve the quality and availability of lifesaving, evidence-based health interventions for women and children in Khatlon Province. This activity will build on Tajikistan Health and Nutrition Activity (THNA) successes and incorporate lessons learned. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Chemonics seeks experts for the following roles, with minimum qualifications listed below:

Chief of party:

  • Advanced degree in a health-related discipline such as public health
  • Minimum 10 years of experience managing foreign donor projects. Prior USAID experience preferred
  • Experience working with projects on maternal and child health and other health projects
  • Strong leadership skills and ability to build collaboration among program staff, partners, other cooperating agencies, key stakeholders, and donors
  • Proven ability to supervise and support staff and experience managing locally hired personnel.
  • Detailed knowledge of USAID rules and regulations, particularly related to finance and accounting, grants, and contractual compliance and oversight
  • Excellent written and communications skills
  • Experience in Central Asia required
  • Demonstrated leadership, versatility, and integrity
  • English fluency required; Russian fluency preferred

Deputy chief of party:

  • Advanced degree in a health-related discipline such as public health
  • Minimum seven years of direct experience providing operational support to large, complex projects
  • Strong interpersonal skills dealing with expatriate and local staff, as well as project stakeholders, USAID, and other donors
  • Experience in Central Asia required
  • Demonstrated leadership, versatility, and integrity
  • English proficiency preferred; Russian fluency required

Director of operations and finance:

  • Advanced degree in a health-related discipline such as public health
  • Minimum five years of experience managing foreign donor projects. Prior USAID experience preferred
  • Experience working on health projects
  • Proven ability to supervise and support staff and experience managing locally hired personnel
  • Detailed knowledge of USAID rules and regulations, particularly related to finance and accounting, grants, and contractual compliance and oversight
  • Excellent communication skills
  • Demonstrated leadership, versatility, and integrity
  • English fluency required; Russian fluency preferred

Maternal, newborn, and child health lead:

  • Minimum five years of professional experience in maternal, newborn, and child health (MNCH)
  • Experience engaging with the Ministry of Health and Social Protection of Population and other government stakeholders to scale up MNCH services
  • Advanced degree in a health-related discipline such as public health or medicine
  • Experience working for NGOs or donor-funded projects required
  • Demonstrated leadership, versatility, and integrity
  • English proficiency preferred

Nutrition lead:

  • Minimum five years of professional experience in nutrition
  • Experience engaging with the Ministry of Health and Social Protection of Population and other government stakeholders to scale up nutrition services
  • Experience with the SUN Movement required
  • Advanced degree in a health-related discipline such as public health or medicine
  • Experience working for NGOs or donor funded projects required
  • Demonstrated leadership, versatility, and integrity
  • English proficiency preferred

Monitoring and evaluation specialist:

  • Minimum five years of experience conducting monitoring and evaluation
  • Advanced degree in economics, health, or another relevant field
  • Experience working for NGOs or donor-funded projects required
  • Demonstrated leadership, versatility, and integrity
  • English proficiency preferred

Social and behavior change communication specialist:

  • Demonstrated experience in social and behavior change communications (SBCC)
  • Demonstrated experience delivering training events and producing public-awareness activities
  • Experience assisting the Ministry of Health and Social Protection of Population or other relevant government agencies on SBCC issues related to MNCH
  • Demonstrated leadership, versatility, and integrity
  • English proficiency preferred
