Municipal Services Development International or National Consultant

1. Project Background:

The purpose of the USAID Economic Security Program (the Program) in Georgia, implemented by DAI, is to accelerate creation of high(er) value jobs, generation of investment and increased incomes and revenues of micro, small, and medium enterprise (MSME) in sectors such as, tourism, light manufacturing, shared intellectual services, and creative industries. Within these sectors, the program focuses on the following value chains: gastronomic, adventure and culture tourism; business process outsourcing (BPO); packaging and furniture manufacturing; and production media, post-production, and high-end artisan products.

The Program accelerates the economic transformation of the country by attracting the capital and technologies needed for growth. It harnesses Georgia’s growing market dynamism and catalyze multi-stakeholder problem-solving and co-investment. By putting the private sector in the lead, the Program ensures sustainability, local ownership, and self-reliance.

Purpose of the consultancy

Tourism is one of Georgia’s most important opportunities for broad-based economic growth and development. It is one of the world’s largest industries, accounting for more than 30 percent of global services exports, and one of its largest employers, with one in 10 jobs travel and tourism related. Unlike most other sectors, it is also an industry for which every country is to some degree unique. Competition is driven primarily by a country’s image and the quality of the visitor experience, not price. Tourism represented one of the largest sectors of the Georgian economy in 2018, with the direct contribution to GDP estimated at 7.6%. It also accounts for 72 percent of services exports, and $3.2 billion in foreign exchange earnings (2018). Finally, it is a rapidly growing industry, with tourism receipts growing double digits over the past 6 years, or more than three times the global average.

Thus, to address challenges related to the increasing number of tourists in Georgia, relevant municipal services need to be improved in specific high-value tourist destinations. There also needs to be an increase in investment in municipal infrastructure related to popular tourist destinations. In order to address these emerging needs, Georgia’s Ministry of Regional Development and Infrastructure (MRDI) has initiated the amendment to the Organic Law on Local Self Governance with the goal of having separate management units for popular tourism destinations. In parallel, MRDI and MoESD (Ministry of Economy and Sustainable Development) has requested the USAID Economic Security Program’s support in providing technical assistance and sharing international best practices on establishing efficient resort management units/structures within the municipalities.

The main objectives of the measures implemented by MRDI and MoESD, and the Government of Georgia (GoG) at large, is to successfully set-up and launch resort management unit(s) (RMUs). GoG expects that these units will:

· be able to effectively manage various types of resorts (including winter, summer and wellness destinations), while having reasonable uniform set-up and mandate;

· be able to ensure quality and uninterrupted delivery of municipal services, including at the pick of tourist seasons;

· be able to effectively manage other resort management functions, including discharge of municipal powers related to licensing and permitting with focus on long-term development of the resort;

· be financially sustainable, including generating own revenues via charging for services rendered.

Overall, these units are expected to take over the majority of functions now performed by local self-governments (city councils). These functions include both service delivery (e.g. utilities, transport etc.) and regulation and administration (various types of permits and licenses, including construction and property management).

GoG sees this as a matter of urgency and would like to have the first pilot RMU (for a ski/winter resort Bakuriani) up and running by the end of 2020, at the beginning of winter tourism season.

To assist GoG in achieving these objectives, USAID’s Economic Prosperity Initiative is planning to procure services of an international team of individual consultants who will work in collaboration with each other and the purpose of assisting GoG (MRDI and other key governmental agencies) in:

· identifying and transferring of international best practice on resort management, municipal services delivery and performance management;

· finalizing the mandate of a typical RMU;

· designing the organizational structure, operational, staff and system requirements of a typical RMU;

· designing governance and stakeholder management mechanisms and systems of a typical MRU;

· preparing both for piloting the first RMU and scaling RMUS at later stages.

The consultant team will consist of:

1. Team Leader/Senior Consultant (TL) (national);

2. Municipal Services Delivery Management and Development Consultant (MSC) (international/national);

3. Resort Management and Development Consultant (RMC) (international/national);

4. Organizational Development and Performance Management Consultant (ODC) (international/national);

5. Legal/Local Self-Governance Consultant (LLC) (national).

Individual consultant will be required to work as a team, materially contributing to each other’s work streams, under the overall coordination of the TL.

MSC and RMC roles can be merged and performed by one individual consultant provided s/he has required qualifications. Such candidates are encouraged to apply and will be given preference.

Given the COVID19 global pandemic the work of international consultants will be conducted remotely. Any and all travel may occur only with consideration of the highest standards of personal health and safety and in case of absolute necessity.

2. Role’s Purpose:

Working closely with other members of the project team, MSC is the key contributor on all aspects of municipal services delivery management and development. S/he provides expertise, know-how and applicable international best practice and offers practical and actionable advice.

Total level of effort – 18 days

3. Objectives and Duties.

Duration of the project is 8 weeks, provisionally starting on October 15, 2020, with the first week of the project given to project preparation (solely under TL’s SoW).

This assignment has three key objectives:

1. Design model RMU and develop model RMU set-up documentation package;

2. Prepare GoG Partners (MRDI and MoESD) for RMU piloting and scaling and develop piloting and scaling toolkit and recommendations package;

3. Lay ground for long-term RMU empowerment and development and develop corresponding recommendations package;

Project will be executed over four phases and consultant will be required to produce the deliverables listed below:

Phase 1 – Model RMU SET-UP Package (level of effort 10 days)

· In consultation with the client and GoG Partners and in cooperation with the project team prepare and present at the virtual ‘Best Practice’ workshop presentation on international best practice of municipal services delivery management in resorts.

· Taking into consideration objectives of the GoG Partners and feedback received at the ‘Best Practice’ workshop, and in cooperation with the project team finalize model RMU mandate (statute);

· Develop inputs for the model RMU set-up and operational documents with regards to effective organization and execution of RMU functions related to municipal services delivery management;

· At the middle of the phase (week 3) prepare brief mid-phase progress report.

Phase 2 – Piloting and scaling preparation (level of effort 5 days)

· In consultation with the b GoG Partners and in collaboration with other consultants, develop inputs for “Guidelines and toolkit for RMU pilot” document;

· In consultation with the GoG Partners and in collaboration with other consultants, develop inputs “Resort type specific operation RMU guidelines and recommendations” document;

· At the middle of the phase (week 5) prepare brief mid-phase progress report.

Phase 3 – RMU long-term development and empowerment (level of effort 3 days)

· In consultation with the GoG Partners and in collaboration with other consultants, develop inputs for “RMU Long-term Development and Empowerment Recommendations Package” documents;

· At the middle of the phase (week 7) prepare brief mid-phase progress report.

4. Qualifications

· Education: university degree in economics, public policy, public administration, business administration, urban development or another field pertinent to the project;

· At least ten-year experience of work in managerial position in a field of public services delivery management (preferably in an agency directly responsible e.g. city hall);

· At least ten years of experience of providing consultancy/advisory services for national and/or local governments on public services delivery management and or development;

· Demonstrated awareness of international best practice in the field of public services delivery management;

· Experience of work/consultancy in/for a resort/location with significant tourism is a strong advantage;

· International consultancy experience is a strong advantage;

· Demonstrated experience of working within multinational teams is an advantage;

· Professional experience of work with international development organizations is an advantage;

· Ability to work remotely in a collaborative setting;

· Proficiency in English.
