Background Crown Agents USA, Inc. (CA-USA), an international development company, seeks a SCMS Procurement/Logistics Officer for our Namibia office. This position is in conjunction with the Supply Chain Management System (SCMS) project, as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). The position is based in Windhoek, Namibia. The purpose of the contract is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceuticals and other products needed to provide care and treatment of persons with HIV/AIDS and related infections.
Overall Responsibilities The Procurement Officer will be responsible for providing specialist technical assistance and support to SCMS Namibia and will manage the placement and tracking of all SCMS Namibia HIV/AIDS medicines and related commodities orders for clients and development partners, required to support the ART Program. He/she shall be responsible for analyzing and managing the supply side of antiretroviral (ARVs) and other major HIV/AIDS commodities such as test kits, major drugs to treat opportunistic infections and sexually transmitted infections. The Officer will assist in developing quarterly quantification reports of commodity needs, including analysis of future supply and demand to inform the SCMS procurement strategy. The Officer will be responsible for executing procurement activities for commodities to be procured using SCMS in Namibia. The Officer will be the focal person for up to date information and news on international and local supply markets, and will work with in-country teams and external experts to track and predict future changes of regimens; he/she will assess what impact these might have on national procurement activities.
Qualifications and Experience 1. Degree in pharmacy, public health, public administration, business administration, logistics or combination of relevant education and equivalent experience. 2. At least three years of work experience in pharmaceutical/public health supplies management with relevant experience in procurement, logistics and distribution in developing countries. 3. Knowledge and comprehensive understanding of Namibia’s public health and pharmaceutical sector and long-term working experience in Namibia preferred. 4. Fluency in spoken English and ability to write clear reports and documents in English is required. 5. Strong organizational skills and ability to work in a team-oriented, culturally diverse environment. 6. Training experience, excellent interpersonal skills, good communication skills, and ability to identify and resolve policy and operational constraints. 7. Knowledge of appropriate methods for data analysis and reporting. 8. Demonstrated computer skills, knowledge of Microsoft Office Suite preferred. 9. Willingness and availability to travel within Namibia.
