Performance Based Grant Activity background:

In line with the Government of Indonesia’s (GOI) prioritization of increased access to clean water for residents across the country, the KIAT Water Hibah – Performance-based Grant (PBG) Pilot Activity project (the Project) aims to improve the performance and sustainability of local government (LG)-owned water utilities (PDAMs). The DFAT/KIAT-financed Project has been developed by DFAT, KIAT, and GOI teams to test and illustrate the effectiveness of a Performance Based Grant mechanism in stimulating tangible performance and service delivery improvements among PDAMs across seven key performance indicators (KPIs) and four key themes. The key themes are Governance, Operation Efficiency, Financial Management and Service Quality. The performance indicators to achieve the grants are Business Plans, Non-Revenue Water, Energy Efficiency, Operating Ratio, Billing Collection Effectiveness, Continuity of Supply and Water Quality.

GESI-CSE and Disability in the PBG:

While GESI-CSE is not included amongst the performance indicators that enable PDAM to receive grants, the PBG Activity design does have a strong Gender Equality and Social Inclusion component that incorporates Disability. This includes supporting PDAM to increase the employment of people with disabilities; improve accessibility of PDAM buildings for everyone including people with disabilities; enhance the comfort and respectfulness of workplaces for all employees; and develop socialisation strategies and practices that are more inclusive and accessible for everyone including women and vulnerable groups, such as people with disabilities. Linking PDAM and local organisations that represent people with disabilities is also an element of the approach.

A PBG GESI-CSE Action Plan has been written and baseline GESI-CSE data has been collected, including relevant information on disability. Each PDAM has developed their own GESI-CSE action plan with selected targets, depending on their respective GESI-CSE profiles and organisational strengths, weaknesses and priorities. Disability targets include the recruitment of people with disabilities, improved accessibility, socialisation that can be accessed by women and vulnerable groups, including people with disabilities, and respectful workplaces for all employees.

Purpose of the Disability specialist position:

The purpose of the position is to: (i) negotiate with representatives of each PDAM the capacity building activities to be delivered, the method of delivery (onsite or remote) and determine the schedule for delivery; (ii) develop the materials and methodology to deliver the appropriate capacity building (onsite or remote) to support PDAM to achieve the disability targets from their individual GESI-CSE action plans; (iii) enable the PBG project to complete its disability activities and achieve the disability targets that are identified in the PBG GESI-CSE action plan and Progress Markers.


The Disability Specialist will work under the direction of the International GESI Specialist and the National Disability Adviser. They will also coordinate with the National GESI Specialist.

Tasks are to:

  • Review the PBG Gender Action Plan, other relevant project documents and KIAT’s GESI-CSE strategy to understand the project and the place of GESI-CSE in it.
  • Review Indonesian national and local regulations on employment of, and accessibility to buildings for people with disabilities.
  • Review the GESI-CSE baseline data and PDAM profiles to understand the current level of disability inclusion and exclusion for each PDAM.
  • Review the current schedule for disability and inclusive socialisation capacity building for July-December 2021.
  • Take the lead in contacting PDAM GESI contacts and negotiating and finalising the details of disability capacity building activities to be undertaken to achieve the targets identified in the respective PDAM GESI-CSE action plans.
  • Together with the National Disability Adviser develop and identify materials and methods to deliver capacity building to the PDAM remotely or onsite as agreed.
  • Implement capacity building activities independently or together with the National Disability Adviser if that is agreed.
  • Engage with resource persons and local CSOs that are concerned with promoting the rights of people with disabilities and involve them in PDAM capacity building activities where possible.
  • Support each PDAM, including Directors, to periodically review their GESI-CSE action plans, their progress and plan what is necessary to implement activities and achieve disability targets.
  • Communicate with PEMDA on disability rights and issues as relevant.
  • Monitor and report to PBG and KIAT on the progress and achievements of disability activities.


  • Minimum 5 years’ experience in the disability inclusion sector
  • Have experience in developing and delivering capacity building to improve disability inclusion
  • Experience promoting accessibility and employment of people with disabilities
  • Experience working with government and with CSOs/civil society in relation to disability
  • Social science degree or other relevant qualification
  • Able to work independently with minimum supervision
  • Highly organised with a drive to achieve targets
  • Demonstrated ability to work in a team environment towards common goals
  • Able to write and speak English for reporting purposes
