The Role
Palladium is seeking a National Education Planning Adviser, (Short-Term Adviser - STA, ARF C3) to be based in Port Moresby. The National Education Planning Adviser will review the existing National Education Plan (NEP) 2015-2019 and commence drafting of a new ten-year education plan to provide strategic and pragmatic guidance for implementing the Government of PNG National Department of Education’s (NDoE) priorities in this changing environment.

The Australian High Commission (AHC) Education & Leadership Portfolio (ELP) manages and oversees the delivery of activities under the Education Capacity Development Facility (ECDF). The ECDF is implemented by Palladium International and provides high-quality technical assistance and program support to the education sector as prioritised by Australia and the Government of Papua New Guinea at national and provincial levels. A key partner is the Government of PNG NDoE.

Key Responsibilities
* The Adviser will work within NDoE, with a direct line of reporting to the Secretary of Education. The main counterpart will be the Assistant-Secretary for Policy and Planning.
* The work base will be at the NDoE office in Port Moresby.

The Adviser will work with NDoE staff, and a range of stakeholders, to review and lead the drafting of the next NEP. At all times the Adviser will be expected to balance a capacity building approach with technical expertise, and work with collegiality and cross-cultural understanding.

The Adviser will submit written progress reports, detailing achievements, challenges and the way forward, to the ECDF, NDoE and AHC.
