Job Description

The European Training Foundation (ETF) is a specialised agency of the European Union based in Turin, Italy. The ETF provides advice and assistance to the European Commission and 29 partner countries for the reform of human capital development policies under the European Union’s external relations instruments. ETF’s Vision and mid-term perspective for 2017 is to make vocational education and training (VET) in its partner countries a driver for lifelong learning and sustainable development, contributing to competitiveness and social cohesion. Working in the context of EU’s external relations policy and the national policies of its partners, ETF seeks to support the use of continuing professional development of VET teachers and trainers (CPD) as one tool, among others, for wider human capital development. ETF supports stakeholders and actors in partner countries to develop and improve CPD by providing advice, by analysing policy development and by sharing knowledge. ETF is committed to operating in a way that encourages ownership and participation amongst stakeholders. The ETF has set the following strategic objective for 2018-20: ‘to support partner countries to improve both initial and continuing VET in terms of VET provision and quality assurance.’ To ‘do so by’ enhancing work-based learning; improving quality assurance mechanisms and making continuing professional development of teachers and trainers in VET more effective’.

Required expertise:

1 National expert per country: Albania, Kosovo, Montenegro, Moldova, Serbia, Turkey, Algeria, Tunisia and Belarus

  1. National expert 1: Lead Researcher(Category 2)
  2. National expert 2 :Researcher (Category 1)

Expert profile 1: National expert – Lead Researcher

ETF requests CVs of national experts of Category II (over 5 years’ experience).

CVs received that fulfil these basic requirements will be assessed according to the following criteria:

  • Criteria 1. Specific area of expertise required Experience in educational research and in planning , design, coordination and implementation of large scale surveys, including sampling, data management,
  • Criteria 2. Specific area of expertise required Experience in liaison with educational policy makers and stakeholders
  • Criteria 3. Drafting / presentation skills Excellent drafting and presentation skills as evidenced by list of publications and past experience
  • Criteria 4. Language skills Excellent English: writing, reading and speaking (level C1)
  • Asset 1: Knowledge of research or practice in CPD for VET teachers and trainers
  • Asset 2 : Competence in all relevant national languages (if applicable)

Expert profile 2: National expert - Researcher

ETF requests CVs of national experts of Category I (1-5 years’ experience)

CVs received that fulfil these basic requirements will be assessed according to the following criteria:

  • Criteria 1. Specific area of expertise required Experience in implementation of surveys, including sampling, data management,
  • Criteria 2. Specific area of expertise required Experience in qualitative research – conducting interviews
  • Criteria 3. Language skills Excellent English: writing, reading and speaking (level C)
  • Asset 1: Experience as a VET teacher or a trainer
  • Asset 3 Competence in all relevant national languages (if applicable)
