Description of Position:
The DDI Bureau is seeking to hire a Natural Resource Management Officer who will serve as a senior climate change and land advisor at the FSL-02 grade. This position is based in Washington, DC on the Forestry and Sustainable Landscapes (F&SL) Team within the Natural Environment (NE) branch of the Center for Environment, Energy and Infrastructure (EEI) in the Bureau of Development, Democracy, and Innovation. The Forestry and Sustainable Landscapes Team provides thought leadership and analytic and technical support on land use and management to USAID Missions and host country counterparts as developing countries make the transition to self-reliance and grapple with the complex challenges presented by global climate and environmental change.

As a sector expert, the Officer will advise USAID/Washington, overseas Missions, and partner country counterparts on business, technical, and policy aspects of land and climate sector trends and issues. The incumbent will oversee a portfolio of work that covers a number of potential areas including: establishing and deepening relationships with private sector organizations and consortia to reduce land-based GHG emissions at scale and leading programs that reduce emissions from deforestation, degradation, land use change, and agriculture. The Officer may also engage in activities focused on monitoring and evaluation, communications, and/or knowledge management.

The Officer advances Agency and field priorities by building strategic partnerships and through Washington-based and in-country support of strategic planning, design, analysis and evaluation of country, regional, and global land and climate programs. The Officer contributes to F&SL Team core roles, including managing programs or projects that support DDI’s technical leadership role and Mission programs. The Officer also acts as a relationship manager and technical liaison with private sector companies and will likely play a role coordinating with other USG agencies, donor organizations, multilateral banks, private voluntary organizations, U.S. universities, and professional organizations to coordinate their efforts with USAID programs in the sector.

Qualifications:

  • Demonstrated ability to design and manage complex projects involving multi-year time frames and multiple staff.
  • Demonstrated commitment to addressing climate change through land conservation, restoration, promoting low-emissions supply chains, climate or conservation finance, tropical forestry, international development, or a related field.
  • Demonstrated experience building partnerships, preferably with the private sector.
  • Excellent written and verbal communications skills with technical and non-technical audiences are essential.
  • Must be able to travel frequently internationally; up to 20 percent of the time.
  • Must be a U.S. citizen.
  • Must be able to obtain and maintain a Secret-level security clearance.
  • French or Spanish language skills a plus.
