For the proposal “Regional facility for Business development and investment climate Eastern Africa, Southern Africa and Indian Ocean” Cardno is searching for a pool of Non-Key Experts to be mobilized for short-term assignments in the context of this long-term Technical Assistance (TA) mission.
The purpose of the TA is to deliver high-level technical assistance to strengthen access to finance and implementation of dedicated financial instruments, and improve the investment climate for inclusive and sustainable growth, job creation and decent work. A Regional Technical Assistance Facility (hereinafter the RTAF), will be established, pooling expertise from Academia, technical experts, practitioners and business managers from Europe and Africa. The RTAF will provide research, advisory services, trainings, long-term technical assistance, short-term consultancies and expert missions to be mobilised at short notice.
The Non-Key Experts, mobilized to implement short-term assignments, will need to have experience in East Africa, Southern Africa or the Indian Ocean.
The areas of intervention of the Non-Key Experts will be:
- Business enabling environment: Including public-private dialogue strengthening, policy dialogues, private sector engagement, and capacity building of regional and national bodies to promote increased revenue mobilisation, trade, regional integration and efficient financial markets.
- Market analysis and market system development: Including developing capacity of public and private actors to develop value chains, improving the capacity of government and private organisations to address social, labour and environmental issues, and increasing the capacity for expertise and conducting relevant studies.
- Strengthening the capacity and productivity of MSME’s: Including enhancing the capacity of women and young entrepreneurs to set up businesses by accessing financial services and vocational training and enhance knowledge and use of investment support instruments proposed by donors to finance investment projects.
- Visibility and communication
Extra value will be placed on experts who can demonstrate experience working in the areas of intervention with EU instruments and/or in collaboration with EU Delegations or EU Institutions. Experience in the areas of intervention with strong components of building capacity of women and youth will be highly valued.
Working knowledge of French, Portuguese or Arabic is seen as an advantage.
