Join CRS’ strategic efforts and play a pivotal role to grow and manage an increasingly diverse non-USG funded programming portfolio. The Non USG Donor Engagement Officer II guides and supports CRS’ strategic engagement with priority institutional donors and provides specialized support to help CRS acquire, manage, and steward resources and relationships. This exciting and influential position is an integral member of a team focused on Non US Government (USG) public donors (e.g. the European Union, UN Agencies, Green Climate Fund, Development Banks, and other bi-lateral and multilateral donor agencies and Funds). Strong and proven business development, research, data analysis, and relationship and award management skills, as well as interest in learning about various donors, their priorities, and related CRS programming are required.

Job Responsibilities
* Identify, research, and prioritize Non USG public funding sources, and drive the development of CRS’ competitive intelligence base about donor priorities and funding trends. Identify and execute appropriate actions in response to donor trends.
* Lead the development and implementation of strategic engagement and positioning plans for a portfolio of priority donors.
* In partnership with relevant field and HQ staff, support actions to shape donor understanding of CRS, including organizational visibility, senior-level representation, and opportunity creation.
* Identify and track new business opportunities. Maintain accurate business pipeline and performance data through CRS’ online system.
* Provide business development expertise in positioning, capture planning, consortia formation, and proposal preparation for specific funding opportunities. As appropriate, serve as proposal coordinator, writer, budget lead or other lead role on the proposal team.
* Research, understand, interpret, and advise on donor regulations and requirements. As requested, review agreements, protocols, budgets and other complex donor documents for accuracy, completeness, and compliance with CRS policies and donor requirements.
* Analyze performance issues that may impact the relationship with the donor. Document and communicate lessons from ongoing grant performance to improve field and HQ management and operations and donor relationships.
* Develop, disseminate, and train colleagues to use tools and resources to support the pursuit of funding opportunities, high quality management of awards, and establishment of systems and processes to meet donor requirements.

Key Working Relationships
Internal: Country program staff; regional office staff; program quality staff, program management staff, business development staff.

External: Business development staff of collaborating partner organizations; select donor representatives as appropriate.

Qualifications
* Bachelor’s degree required. Masters Degree preferred in International Development, International Relations, or a relevant field.
* Minimum five years’ international development experience, ideally at least three years of work experience in a developing country.
* Demonstrated experience utilizing diverse, proactive strategies to competitively position his/her organization for new funding and productive institutional relationships.
* Experience working on food security, global health, and/or emergency proposals preferred.
* Demonstrated experience leading and producing competitive proposals in programming contexts similar to CRS.
* Comprehensive familiarity with a broad range of institutional donor technical and cost requirements.
* Experience with Non USG public donors (e.g. UN Agencies, Green Climate Fund, the EU, and other bi-lateral and multilateral donor agencies) funding mechanisms, priorities, and requirements highly desirable.
* Demonstrated experience managing people and processes, leading teams to produce deliverables under tight deadlines and at exceptional quality.
* Experience with adult learning, training, capacity building and tools development is a plus.
* Strong interpersonal, organizational, and analytical skills.
* Excellent oral and written communication skills.
* Knowledge of Microsoft Office software (Word, Excel, Outlook, Internet) required, experience with Salesforce or similar programs is a plus.
* Knowledge of CRS programs, justice agenda and Catholic Social Teaching principles a plus.
* Ability and willingness to travel overseas as needed, up to 30% of job time.
* Fluency in English required; working ability in French, Portuguese or Spanish preferred.
