Job Description


The North East Syria Director oversees a large-scale humanitarian response programming in North East Syria (NES). The NES Director is responsible for the daily management and oversight of the NES/Iraq offices and all associated operations, as well as all technical and operational aspects of Global Communities’ humanitarian programming in NES. Operations are ongoing but in a complex and fluid environment that requires the skills of an experienced, dynamic and proactive humanitarian responder that has tangible experience responding to emergency needs in a conflict setting and can work independently with minimum management oversight. This position reports to the Syria Country Director.


Day to day management of the CHF HQ office and established satellite offices within CHF’s area of operations (AO) including the support office in Dohuk, Iraq.

Representation to relevant local authorities, government officials, and administrative departments as required and appropriate inside Syria and Iraq

Proactive representation and coordination with other humanitarian NGOs, including the NES Forum, INSO, Clusters and any other Ad Hoc group as required to manage the coordinated response in NES

Proactive coordination and representation with relevant donors, humanitarian agencies, relevant government officials and the NCCI (NGO Coordination Committee) in Iraq

Maintain updated awareness and analysis of political and conflict contexts in the AO, countrywide and regionally

Monitor, verify and reporting on displacement figures in the AO

Day to day management of all staff in the AO ensuring that staffing is appropriate to the needs of the program response as well the safety and security of all staff working on the mission

Ensure that emergency response and resilience programming is timely, efficient, well-coordinated and monitored and evaluated

Ensure timely and effective reporting of the humanitarian situation in the AO is sent to the CD

Oversight and management of security in the AO and coordination with the safety and security department and the CD to determine the risk level and the acceptable access routes and implementation locations

Ensure 100% compliance with all donor and organization regulations and internal policies

All other duties as assigned

Knowledge, Skills and Abilities

Demonstrated understanding of and adherence to humanitarian principles

Excellent oral and written communication skills, coordination skills, analytic skills, interpersonal skills, team management skills

Demonstrated ability to work effectively, both independently and in a team environment, in an atmosphere of multiple projects, shifting priorities, and deadline pressures.

Fluency in English, working knowledge of Arabic preferred

Previous experience managing expatriate and local staff in conflict zones

Previous experience in the Middle East strongly preferred

Prior experience with programs implemented in Syria preferred

Previous experience managing sub-contractors preferred

Previous experience implementing a U.S. Government program preferred


A Masters’ Degree or Bachelor’s degree in international affairs, social science, or a related field preferred

At least 8-10 years of progressively responsible experience in the humanitarian, development, or transition field. Within the 8-10 years of experience, at least 3-5 years of experience managing teams and at least 5-8 years of experience working on humanitarian response programming in conflict zones
