Endline Evaluation of the US-Philippines Child Protection Compact Partnership, Philippines
The governments of the United States and the Philippines signed the Child Protection Compact (CPC) partnership on April 11, 2017. This partnership is aimed at bolstering efforts of the Government of the Philippines (GPH) and civil society to investigate, prosecute and convict child traffickers perpetrating online sexual exploitation of children (OSEC) and child labor trafficking (CLT); to provide trauma-informed care for child victims of these crimes; and to prevent these crimes from occurring. Two non-governmental organizations (NGOs) are implementing the program – International Justice Mission and The Salvation Army. Implementation began in October 2017.
The TIP Office now seeks an endline performance evaluation to provide information on the GPH’s response to OSEC and CLA in the National Capital Region and in Central Visayas. The objectives of the evaluation will be clarified during the design phase but will likely prioritize the following objectives.
· The extent to which CPC activities and interagency coordination contributed to improvements in investigation, prosecutions, and convictions of cases involving online sexual exploitation of children (OSEC);
· Factors that increase the number of successful victim-centered investigations, prosecutions, and convictions in CLT and OSEC cases; and
· Challenges related to identifying incidents of CLT.
In addition to providing a before-and-after assessment of the findings and conclusions emerging from a 2018 CPC baseline study, the endline evaluation will directly and comprehensively assess Protection and Interagency Coordination. This will include greater emphasis on support provided at to Barangay- and municipality-level council members, desk officers, and social workers; OSEC-related trainings provided to social workers and psychosocial counselors; and the range of services available to OSEC victims, including shelters, psychosocial counseling, and support through legal processes. The endline evaluation will also include a re-examination of reporting and coordination systems to determine whether recommended improvements have been implemented and the extent to which the reporting templates provide the granularity of data needed for targeted and focused interventions and adaptations.
The EnCompass team will draw on participatory processes in implementing this endline evaluation, including deep client and partner input into the design phase, consultations throughout data collection, validation of early findings, and co-creation of recommendations. Following the project background, give a succinct summary of the evaluation itself. Include whatever details are available and relevant to the person’s role, such as: evaluation purpose, evaluation questions, major evaluation activities, and evaluation design/methodology.
SI is seeking a short-term, Cebu-based notetaker who will assist the evaluation team with (likely virtual) data collection. The notetaker will call into remote interviews and transcribe the discussion in English or Cebuano (TBD). This will require preparation to learn the project terminology (review of relevant documents, meeting with the evaluation team), cleaning and quality assuring notes the same day as the interview, and attending meetings, key-informant interviews (KIIs), and focus group discussions FGDs). The expected LOE for this assignment is 10 days and will likely take place sometime between March and May 2021. If COVID-19-related circumstances permit safe travel during the fieldwork period, in-person data collection will be considered.
· Experience taking notes during qualitative data collection (KIIs and FGDs).
· Familiarity with development terminology, with preference for those with an understanding of child labor trafficking, online sexual exploitation of children, and human trafficking.
· Professional competency in written and spoken in English and Cebuano is required.
