The Economic and Social Infrastructure Program (ESIP) is an eight year development assistance program supported by the Australian Government and implemented by Cardno. ESIP will improve the planning, prioritisation, delivery and maintenance of important infrastructure in Papua New Guinea (PNG). Priority infrastructure sectors for the Program include Electricity, Telecommunications and Water and Sanitation. As part of Program activities, ESIP will support PNG to achieve its target of lifting electricity access from around 15% of the population at present to 70% by 2030 through supporting the use of renewable energy and off grid solutions.
ESIP is seeking expressions of interest (EOI) for membership of an Off Grid Energy Specialist Consultant Panel (the Panel) to support ongoing implementation of ESIP activities in the Energy sector. The Panel will provide ESIP with rapid access to pre-qualified consultant services for short and long term assignments (both desk-based and in-country) as they are identified. Services will cover a range of work areas including scoping, analysis, feasibility studies, design, project management, grants management, project implementation, monitoring and evaluation and audit.
Areas of expertise sought
Applicants with technical expertise in the following areas are encouraged to submit an EOI:
- Off Grid Energy
- Infrastructure Project Assessment and Evaluation (energy sector)
- Construction management (energy sector)
- Performance and / or Project Management (energy sector)
- Energy market assessment
- Market development / community development
- Safeguards and cross cutting issues
- Environmental impact assessments

Remuneration for individual consultancies under the Panel will be according to the Australian Government’s Adviser Remuneration Framework (ARF; more information at https://bit.ly/2CQ4a9u).

EOIs from PNG citizens and citizens of other countries motivated to undertake consultancy work in PNG will be considered. EOIs must be sent **VIA EMAIL** to firstname.lastname@example.org. Please include “Off Grid Panel” in the subject line. Please DO NOT submit your EOI via Cardno’s Careers website.
EOIs must include the following documents:

- Current CV, including two to three referees that can attest to the areas of specialisation you are applying for. Referees would preferably be persons you reported to in previous roles. Kindly include their contact details.
