To achieve this goal, as part of its Strategy 2020 the IRC is focused on becoming an outcomes-driven and evidence-based organization. By implementing programs that are proven to make an impact we can strengthen program design, program quality and see measurable improvement in the lives of the people we serve. Making evidence-informed decisions about programming and research investments is essential to the achievement of our IRC 2020 Strategy goals and is a top priority for the IRC’s leadership.
In pursuit of these goals, starting in 2018 the most common interventions implemented by the IRC will reviewed and concrete programmatic and research decisions made about them. Where relevant, the outputs of this process will also be used in the development of program guidance for how best to implement them on the ground. The E2A Officer will play a key role not only in preparing research and evidence inputs that will inform decision-making but also in institutionalizing transparent and systematic processes for using evidence within the organization. This position will sit within the IRC’s Research, Evaluation, and Learning Unit.
This role will primarily support the production of evidence reviews on key interventions by contributing to their development, providing technical oversight and coordinating stakeholders involved in the process. To support this, the Officer, E2A will directly manage short-term research assistants, interns and fellows who are contributing to this process. In addition, the Officer, E2A will support IRC’s wider Effectiveness plan and strategy to become evidence-based by 2020. The role reports to the Technical Advisor, Research and Evidence.
Coordinate the development of evidence products for intervention reviews and Effectiveness Plan projects (75%):
* Gather, summarize and synthesize evidence around IRC interventions
* Manage short-term research assistants and provide project management support to the production and maintenance of evidence reviews
* Collaborate with key stakeholders in Technical Units to ensure that evidence reviews for key interventions and related products are high-quality and relevant to practitioner decision-making
* Continuously monitor and collect feedback on the evidence review process and products, providing suggestions for course-correction to senior leaders as needed
* Provide ad-hoc evidence review support to business development or advocacy teams, as needed
Support the implementation of the Outcomes and Evidence Initiative (25%):
* Support the Technical Advisor for Research and Evidence to pursue the strategic goals of the Outcomes and Evidence Initiative
* Identify mechanisms for monitoring the success of our work and soliciting feedback from internal evidence consumers.
* Coordinate efforts to update and maintain key evidence resources and repositories such as the Interactive Outcomes and Evidence Framework (iOEF), Rescuenet pages and Box folders.
* Raise IRC’s profile in external fora by sharing our processes and products related to use of evidence
* Identify creative tools and approaches for regularly communicating evidence updates to various IRC audiences for different purposes (e.g. blogs, videos, intranet spotlights etc.)
* Master’s Degree in Social Sciences, Development Studies, Political Science, Humanitarian Studies, Economics or related fields preferred
* University-level training in quantitative designs (esp. RCT’s), statistics or research methods
* Minimum 3 years experience working with non-profit organizations preferred
* Familiarity with systematic reviews and rapid evidence assessments
* Experience conducting literature reviews and summarizing and presenting research evidence
* Strong project management and organizational skills
* Ability to learn quickly on-the-job
* Strong communication skills, both written and oral
* Excellent interpersonal skills and ability to work with multi-cultural teams across different technical sectors
* Fluency in English (written and spoken) is required, proficiency in French or Arabic a plus
