Job Description

Chemonics seeks a long-term operations director for the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project in Mozambique. The operations director, based in Maputo for an estimated 24 months beginning in February 2018, will assist the country office director in developing and implementing management systems, overseeing project operations and staff, and directly supervising an operations and finance staff of 10. Responsibilities include:

  • Support the country office director to develop and implement key management systems that will support project planning, reporting, and performance management; financial management; property and technical procurement systems; grants management; and personnel management
  • Support technical implementation through timely reviews and effective management of subcontracts and leases with landlords, warehouses, and other vendors and oversight of relevant software licenses
  • Provide oversight of all administrative systems to ensure quality control of project administration
  • Ensure compliance with U.S. government regulations and Chemonics’ corporate and field-office policies, laws of Mozambique, and any supplemental policies developed specifically for PSM
  • Monitor and support the standardization of operational systems and policies across GHSC-PSM Mozambique’s main office and regional field offices
  • Develop and implement operational systems that assist supervisors in coaching, mentoring, training, and supporting supervisees and providing regular and constructive feedback
  • Anticipate future recruitment needs and, as-needed, lead recruitment efforts, including initial resume reviews, participating in interview panels, and contracting
  • Manage annual performance evaluation and salary increase processes
  • Draft or review request for quotations for all non-health commodity procurement, review purchase orders, and draft and finalize subcontracts
  • Support field-office expatriate staff, including but not limited to renewal of residency and work permits
  • Oversee the program’s activity accounting codes; review and approve coding sheets
  • Provide initial setup and final review of payroll for the local team of more than 80 staff members
  • Maintain the subcontracts/procurement tracker and provide accruals information monthly to the home-office project management unit
  • Review the monthly financial statement produced by the home-office project management unit before sending it to the USAID Mission
  • Budget In coordination with the home-office project management unit and the country director, support reconciliation of funding amounts from USAID/Washington and USAID/Maputo
  • Contribute to the production of annual budgets, particularly in estimating resources, level of effort, and in-country travel necessary to implement work plan activities
  • Keep up-to-date on evolving in-country security situation; circulate security updates to relevant in-country staff
  • Contribute to communications deliverables such as reports, success stories, and videos as appropriate

Qualifications:

  • Bachelor’s degree required; advanced degree in relevant discipline preferred
  • Minimum five years of experience managing USAID contracts, including strong skills in procurement and subcontracting, compliance, human resources, and financial management
  • Familiarity with Chemonics’ systems and processes
  • Field operations experience preferred, including long-term overseas positions or extended short-term engagements
  • Knowledge of Mozambique’s operating environment preferred, including registration, taxes, and labor law
  • Demonstrated ability to manage and implement complex USAID public health programs in a developing country context
  • Ability to supervise local and international staff effectively
  • Ability to work with cooperating partners in implementing complex programs
  • Availability to travel outside of Maputo in other areas of Mozambique for short periods of time
  • Strong interpersonal, written, and oral communications skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in writing and speaking English required; proficiency in Portuguese or Spanish preferred but not required
