Job Description

RTI•s International Development Group (www.rti.org/idg) is accepting applications from qualified professionals for the position of Operations Manager under the USAID-funded All Children Reading-Cambodia project. •The Operations Manager will provide general operational and financial oversight and will monitor overall project activity against the workplan. The Operations Manager will coordinate with in country staff, subcontractors, and relevant home office departments, in order to help keep the project on track.• Essential Duties: - Work with the Chief of Party and project technical staff to oversee and monitor subcontractors to achieve project goals; - Supervise the Finance and Procurement Specialist and office administrative staff; - Supervise all operational aspects of the project, and ensure compliance with RTI operational, procurement, financial and human resource policies and procedures; - Act as the office focal point for human resource management and security; - Liaise regularly with the Asia regional and the home office for technical guidance with procurement, human resources management, IT, financial management and subcontract and grant management; - Monitor project activities against the workplan and budget and notify the Chief of Party and technical leaders of significant events and potential concerns regarding the intersection of contract, budget, and technical work. - Support development of annual work plan budgets / revisions; - Work closely with the HO Project Manager, Project Coordinator and Project Associate to review and understand the project budget and monthly finance reports - Monitor, track and analyze subcontractor narrative and financial reports based on the reporting and milestone schedule; - Coordinate reporting for the project, including oversight of the collection of monitoring and evaluation data and oversee management of the project M&E database system. - Communicate with appropriate international and regional office, contractual and finance personnel for non-routine issues; - Work with staff and partners to coordinate the timely and cost-effective implementation of program activities; - Coordinate with regional and international offices to perform the actions necessary to initiate appropriate contractual mechanisms for consultants and subcontractors; - Provide support and guidance to partners and subcontractors on issues related to implementation, operational and work plans, financial management and reporting; - Work with the consultants and project staff to facilitate public-private partnership development - Maintain cooperative relationships with stakeholders: subcontractors; government and donor counterparts, private sector partners, and local stakeholders - Oversee general office operations and information technology support
Qualifications - Bachelor•s Degree in relevant social science or related field and 10 years of related work experience; or Master•s Degree in relevant social science or related field and 6 years of related work experience - Experience with USAID and other donor-funded projects - Experience working in education and international development, ideally in Cambodia - Experience with public-private partnerships and external relations preferred - Experience supervising finance and administration staff - Experience in an operational management role overseeing multiple subcontractors, ideally in the field of education - Experience with project management and financial tracking - Strong organizational skills - Excellent communication skills (verbal and written) and presentation skills in English (and Khmer preferred) - Excellent interpersonal skills and ability•
