Job Description

This role is a year-long consultancy (100 days across 12 months) for Health Equity Matters, who are supporting the community-led response to the HIV epidemic in Fiji, as part of a broader package of Australian support.

This consultancy will provide targeted organisational development support to five small, key population-led community organisations in Fiji, all of whom are led by and represent key populations most affected by and
vulnerable to HIV & other STIs. The consultant will work closely with Health Equity Matters and the Pacific Sexual and Gender Diversity Network (PSGDN) to assess, plan, build, and strengthen organisational systems and
practices that will underpin their ability to lead HIV prevention and health equity efforts.

1. Expected Activities

The consultant will:

  • Undertake individual Organisational Capacity Assessments (OCAs) for each of the five organisations (using a tool provided by Health Equity Matters).
  • Prepare and submit written OCA reports for each organisation, highlighting strengths, gaps, and recommendations.
  • Co-develop a tailored Capacity Development Plan (CDP) with each organisation based on OCA findings.
  • Design and deliver two 3-day capacity building workshops addressing shared capacity gaps across all five organisations.
  • Provide 10 days of tailored technical support to each organisation (50 days total) to assist with implementation of CDPs.
  • Coordinate closely with PSGDN and Health Equity Matters’ locally engaged Fiji Coordinator to ensure
    alignment and responsive delivery.
  • Provide regular progress reports to Health Equity Matters, including updates on milestones and reflections on emerging needs.

2. Qualifications & Experience

The ideal candidate will demonstrate:

  • At least 5 years of experience supporting organisational strengthening with small civil society or community-led organisations.
  • Strong understanding of community development, HIV and health equity,
    and inclusive development principles.
  • Experience working closely with or as part of key population communities in Fiji.
  • Familiarity with best practice in capacity assessments, facilitation, and organisational mentoring.
  • Excellent written and verbal communication skills in English; fluency in iTaukei or Fiji Hindi an advantage.
  • Based in Fiji; with ability to travel domestically as needed.
  • Successful completion of Health Equity Matters’ due diligence process, including police clearance and
    anti-terrorism checks.

3. Methodology & Remuneration

This consultancy will take place between 15 July 2025 and 30 June 2026, for up to 100 days of work. The
consultant will be remunerated at a fixed daily rate.

The work will be delivered both in-person (particularly for workshops and organisation visits) and
remotely (for documentation, reporting, and ongoing technical support), based on what is most effective and efficient for delivery.

1. Introduction to Health Equity Matters

Health Equity Matters’ purpose is to end health inequity for our communities, with HIV the core of our mission until the epidemic is over for everyone. Health Equity Matters leads Australia’s effort to end HIV transmission and promote the health of our communities. We do so on behalf of our member organisations’ who represent lesbian, gay, bisexual, transgender, intersex and asexual communities, sex workers, people who use drugs, people with HIV and Aboriginal and Torres Strait Islander communities.

Health Equity Matters International Program currently works with a wide range of civil society and community-based organisations, the United Nations, World Health Organisation (WHO), the World Bank as well as Ministries of Health and other government stakeholders across ten countries in the Asia and the Pacific.

2. Indo-Pacific HIV Partnership

Health Equity Matters, working in partnership with UNAIDS, has been funded by the Australian Department of Foreign Affairs and Trade (DFAT) under its Partnerships for Healthy Regions initiative, to implement the Indo-Pacific HIV Partnership program. The goal of the program is to: Strengthen national HIV responses to reduce the burden of HIV in Papua New Guinea and Fiji, Philippines, Indonesia, and Cambodia by 2028, along with targeted regional activities.

Health Equity Matters is responsible for delivering one component of this larger program which is focussed on ‘communities and partners having strengthened leadership, advocacy, and management capacities to foster inclusive and diversified HIV responses.

The Health Equity Matters program specifically focusses on strengthening the capacity of local community-led organisations in PNG and Fiji.

These activities will enhance the partner networks’ leadership, governance, advocacy, representative, and administrative and financial management. Capacity building will support improved structures, policies, procedures and management systems. Tailored training and mentoring programs will equip organisational leaders to assume more active and
influential roles in public health responses.

This will provide a stable foundation for these organisations, increasing the confidence of governments and development partners to invest in them for community-led monitoring service delivery and other key activities in the HIV response. These collective measures aim to support the long-term viability of participating organisations and their continued influence and effectiveness beyond the project's completion.
