STATEMENT OF DUTIES
The Mission’s Health, Population, and Nutrition Office (HPN) oversees all development assistance in the health sector, which includes support for improving maternal child health, preventing and treating malaria, preventing sexually transmitted infections and diseases, increasing availability of voluntary family planning, improving local community-based governance of water and sanitation resources, improving the use of data for decision-making and strengthening supply chain management. To implement its work HPN has a team of 19 staff members overseeing the procurement and management of a $57 million USD portfolio supporting behavior change, community and clinical health services and national health systems.
The HPN Outreach and Communications Specialist will provide a whole range of information and communication support to the USAID HPN Office. The HPN Outreach and Communications Specialist will serve as a liaison to the Program Office Development and Outreach Communications (DOC) team, Public Diplomacy (PD) staff and Public Affairs Section (PAS). The HPN Outreach and Communication Specialist is responsible for strategically planning, developing, implementing, and assessing the effectiveness of the office’s outreach and communication efforts to promote awareness and understanding of HPN Office assistance to Madagascar. S/he is responsible for relaying, where appropriate, related policies and achievements to key audiences in the host country, the U.S., and with other donor countries. The HPN Outreach and Communication Specialist will work under the supervision of the HPN Office Director.
DUTIES AND RESPONSIBILITIES
The Outreach and Communications Specialist is envisioned providing the following illustrative range of services across the Mission program portfolio:
- Writing/Editing and Content Creation (60%)
- Digital Media Management (20%)
- Public Events and Activities (20%)
The Outreach and Communications Specialist will report directly to the HPN Office Director, who will set the overall objectives and resources that will be made available to the incumbent. This supervisor will work with the incumbent to establish work needs, plan for their achievement, and set deadlines for deliverables for her/his work responsibilities.
The HPN Outreach and Communications Specialist will work closely with the Operations Specialist and the technical teams of HPN Office; however, supervision of other USAID/Madagascar staff is not contemplated.
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
A Bachelor’s degree in journalism, English, communications, marketing and advertising, international relations or development, or a related field is required.
Three years of progressively responsible experience in communication, marketing, international relations or development is required.
Level IV (fluent) English is required. Must have the ability to draft and/or edit materials in English.
