Project Overview
The MEASURE Evaluation Project, based at the Carolina Population Center at the University of North Carolina at Chapel Hill (UNC), is a global health project funded by the U.S. Agency for International Development (USAID). MEASURE Evaluation focuses on monitoring and evaluation (M&E) of population, health, and nutrition programs and improving health sector decision-making. In Tanzania, the Project received an Associate Award from USAID/Tanzania that is anticipated to run through October 2018.

The project is seeking a consultant to support ad hoc tasks related to statistical analysis.


**This position is intended for flexible, hourly support as needed; project requests are anticipated to vary over time**

Required Skills:
* Implement data cleaning and quality control procedures on data prior to analysis
* Determine/calculate weights for sampling, non-response weights, finite population correction, post stratification, calibration standard errors and design effects for cluster randomized surveys
* Analyze quantitative data using descriptive statistics
* Apply appropriate statistical tests (chi-square, t-test) for differences across categorical or continuous data
* Perform analysis and statistical testing for longitudinal data with at least two points in time, for cross-sectional studies or panel data

Desired Skills:
* Develop sampling designs for complex surveys (multi-staged cluster designs, cluster randomized trials, stratification, etc.) for outcomes monitoring and evaluations of international health projects, including lesser developed countries
* Conduct power analyses to determine required sample sizes based on predetermined margin of error for longitudinal complex surveys to support research objectives
* Draft research methodology and sampling sections for protocols and reports

Qualifications:
* Graduate degree in statistics, biostatistics or related discipline (PhD preferred)
* Minimum 5 years’ experience conducting statistical analysis in SAS, SPSS or STATA
* Ability to communicate statistical methods to non-statisticians
* Effective communication and interpersonal skills
* Strong technical writing skills
* Experience in working cross-culturally and in global settings
* Ability to manage time and workload effectively to complete multiple tasks and meet deadlines
* Demonstrated strong quantitative skills
* Excellent written and oral English communication skills
* French language skills desired
