Job Description

Chemonics seeks a Payment Specialist to lead the USAID Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project payment team. The team is responsible for managing and processing GHSC-PSM invoices in financial system, general accounting support, reconciling and preparing of financial reports, reconciliation of transactions and/or assisting with finance operations that would benefit from improved/clarified policies, systems and/or software strategies.

The Procurement and Supply Management (PSM) project is the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. There are four task orders (TOs) in the project: HIV/AIDS (TO1), President’s Malaria Initiative (TO2), Population and Reproductive Health (TO3), and Maternal and Child Health (MCH) and Zika (TO4).

Principal Duties and Responsibilities

  • Responsible for ensuring that all GHSC-PSM Payment Processing are executed in accordance with GAAP, company policies, and government regulations including USAID, FAR, and other federal, state, and local regulations
  • Collaborate with other GHSC-PSM teams, overseeing and managing preparation, submission, and reviews of vendor payment packages in a timely manner to the home office finance department
  • Responsible for ensuring accuracy of documentation and booking for all transactions processed by the Payment Team
  • Establish and maintain GHSC-PSM commodity payment procedures to ensure on-time payments with proper backup documentations
  • Oversee GHSC-PSM commodity payment tracker and systems
  • Respond appropriately and quickly to requests for support, such as providing additional documentation or insight, from internal and external clients
  • Work in close coordination with the home office finance and accounting, program operations, and the global supply chain teams
  • Oversee consistent filing system for project related financial documents
  • Support responses to corporate and project-level audits, including retrieval and analysis, such as payment history for the GHSC-PSM project, of transaction details and associated backup
  • Identify finance operations that would benefit from improved/clarified policies, systems and/or software strategies
  • Coordinate with other teams to process subcontractor and vendor invoices related to PSM implementation
  • Develop and maintain productive relationships with clients, vendors, partners and consultants that serve to enhance Chemonics’ reputation
  • Oversee, manage, and give direction to Payment Team Associates and Payment Team temporary staff
  • Develop a thorough understanding of roles and responsibilities within the department, as well as the department’s functions vis-à-vis the company’s work and its mission, culture, values and practices
  • Effectively communicates roles and responsibilities of the department to audience groups, both internal and external

  • Carry out additional duties and assignments as designated by the supervisor

Qualifications

  • Bachelor’s degree or equivalent experience preferred in relevant technical competency area such as accounting, finance, or business administration
  • Four years of experience in areas such as account reconciliations, accounts payable, field accounting, financial management, and/or project management
  • Supervisory experience preferred
  • USAID government contracting experience and familiarity preferred
  • Strong knowledge of MS Office applications, especially Excel
  • Prior experience with accounting software strongly preferred. Specific experience with Solomon and accounts payable module, ReqLogic, or similar software knowledge preferred
  • Demonstrated ability to communicate clearly and concisely both orally and in writing
  • Willingness to travel for 4-8 weeks annually preferred
  • Ability to work both independently and as part of a team
  • Strong organizational and work prioritization skills and attention to detail
  • Demonstrated work history of leadership, versatility and integrity
