Uganda Learning Activity is seeking 13 Ugandan national consultants for one year to support the President’s Emergency Plan for AIDS Relief’s (PEPFAR) local partner initiative. This initiative aligns with the broad USAID vision, articulated in USAID’s “Journey to Self-Reliance,” of fostering country ownership and sustainability and aims at transitioning up to 70 percent of PEPFAR funds going to local partners by 2020. The Field Monitors will work with the USAID/Uganda local partners to strengthen their capacity in program implementation, financial management, strategic planning and building partnerships. The field monitors will also provide routine monitoring and technical assistance in general to the local partners to implement large USAID funded HIV programs.
All candidates are expected to have previous experience with:
PEPFAR funded activities and USAID compliance in program planning and implementation.
Demonstrated experience in organizational development and building institutional capacity in local Ugandan organizations.
Proven experience of working with PEPFAR funded activities that have a subset of requirements to USAID rules and regulations.
The positions are one-year consultancies with possible extensions. The consultants Level of Effort will be split 50/50 between Kampala and the field.

Positions are available in the following roles:
HIV Specialist – General: Field-based and will provide routine monitoring and technical assistance to local partners. Apart from deep knowledge in HIV programming, the candidates should have demonstrated experience in organizational development and hands on exposure to supporting technical and institutional development in local organizations
HIV Specialist – Key Populations: Working with regional partners to provide on-going technical assistance to the Key Population program. The candidate should have demonstrated experience in Key Population programming and preferably knowledge of the major Key Population networks in Uganda
HIV Specialist – DREAMS: Working with regional partners to provide on-going technical assistance to the DREAMS program to ensure sustained high performance of this portfolio
Supply Chain Specialist – Field Monitoring: Support district and lower level monitoring to ensure efficient distribution and accountability of PEPFAR health commodities, especially in the public sector. The successful candidate will work closely with NMS and JMS and be familiar with the USAID supported ERP, the electronic record system used in Uganda
Financial Analyst: Working with Regional Referral Hospitals to provide on-going technical assistance in aspects of program implementation, financial management, strategic planning and building partnerships
Contract Supervisor: Administrative supervisor for the other 12 staff. The candidate should have proven experience in managing large office and field-based teams, deep knowledge in PEPFAR compliance, and institutional capacity building
OVC Specialist: Routine monitoring and technical assistance to local partners. One specialist per region
Bachelor’s degree in a related field, advanced degree preferred
Minimum of five years’ experience in monitoring programs for PEPFAR projects in Uganda
Demonstrable skills and experience in the use of complex quantitative and qualitative methods
Must have demonstrated experience producing high-quality results for the applicable role
