Work schedule: Full-Time - Full-time appointment in the Competitive Service. This position is not in the bargaining unit.

Responsibilities

The incumbent may be responsible for ensuring all Initial or Periodic Re-investigations, Continuous Evaluations or Special Investigations are initiated and completed accurately. The incumbent is responsible for case intake, conducting investigative inquiries via automated record checks and scoping all portions of the investigation.

As a Personnel Security Specialist, your duties will include:

  • Ensuring all Periodic Re-investigations, Continuous Evaluations and Special Investigations are initiated and completed accurately.
  • Case intake, conducting investigative inquiries via automated record checks and scoping all portions of the periodic reinvestigation.
  • Coordinating personnel security activities with officials of other federal departments and agencies, e.g., the Department of State, the Federal Bureau of Investigation, etc.
  • Providing administrative and customer service support to the Personnel Security Division.

  • Must be able to obtain and maintain a top secret security clearance.
  • Males born after 12/31/1959, must be registered with the Selective Service.

  • Most recent SF-50 showing tenure code “1” or “2” (see Required Documents).

Direct experience working with an Agency with Delegated Authority to conduct Personnel Security Background Investigations to include scoping of investigations, generating leads, conducting follow-up of outstanding inquiries, determining temporary access and clearance decisions, full issue resolution, and extensive knowledge of the 5-Tier Federal Investigative Standards. Direct and comprehensive knowledge of Executive Orders 10450, 12968, and Public Law 108-458, the Intelligence Reform and Terrorism Prevention Act of 2004; the Privacy Act of 1974 and Director of Central Intelligence Directive 704.

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.

Qualifications

GS-13-You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) knowledge of security requirements established in basic laws, Executive Orders and policy statements; (b) knowledge of security regulations and policies affecting employment of individuals in governmental and contractor positions; and (c) knowledge of the functions and jurisdictions of other investigative, security, law enforcement, intelligence or federal, state or local agencies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
