Palladium is searching for an effective and experienced policy advisor to work on a consultancy basis on an upcoming project focused on building community and civil society resilience to violent extremism and terrorism through policy development, implementation and engagement with civil society and other stakeholders.

The Policy Advisor will work to engage with, and facilitate the work of, national and sub-national governments in order to catalyse the development of robust policy actions The consultant will include:
* Understand and lead on providing advice and up-skilling on policy issues related to conflict, extremism, terrorism and civil society inclusion and resistance;
* using evidence and expertise from within and outside Government to help guide decisions about how policies are developed and delivered;
* briefing Ministers and senior officials and creating strong and lasting relationships at a high level;
* working with stakeholders within and outside Government, to help ensure we get the best policy results.
* Extensive experience at a senior level designing and facilitating the implementation of complex policy reform
* Strong networks and relationship building skills at high levels of government and civil society
* Experience and understanding of issues and research related to countering violent extremism (CVE), conflict, terrorism and related fields
* Exceptionally understanding of the local political economy, local customs and business practices
* Fluency in Portuguese is a must
