Primary Duties and Responsibilities:
The Policy Analyst will draft, review, update, and provide expert feedback on institutional, national, and international policies to ensure conformance with legal mandates, professional best practices, and expectations of practitioners in the realm of data and information management. This includes administering and shepherding the creation of policies that govern data standards, information collection, retention (accession/de-accession), preservation, rescue, sharing, and publication. The Policy Analyst must have a thorough understanding of U.S. data and information management law and policy, including but not necessarily limited to:
ADS 540 and ADS 579
Increasing Access to the Results of Federally Funded Science
OPEN Government Data Act (pending)
USAID’s Public Access Plan
USAID’s Scientific Research Policy
This position will be expected to maintain a strong understanding of the USAID mission, its vision and values to build awareness around ADVISE’s capabilities. The candidate should have interest and experience in international development, socioeconomic data, and foreign policy issues.
- Education: Graduate degree, preferably with a strong focus on international development, development economics and research, or a related discipline.
- At least three years of experience in implementing and supporting successful organization-wide data and information governance frameworks. That includes structuring, convening, and participating in effective governance bodies and working groups that collaborate to establish strategic directions, procedures, and policies for digital information and data operations and systems.
- The applicant must be a U.S. citizen to qualify for the required U.S. government security clearance for this project.

The Support Team Manager will work on the new USAID Analytics, Data, Visualization, and Information Services (ADVISE) project. ADVISE’s main purpose is to improve the usage of USAID data and information, so that the Agency continues to ensure its development outcomes are supported by evidence.
