The USAD Mongolia Energy Governance activity aims to support Mongolia’s efforts to increase their goal of energy self-reliance through increased private sector investment for renewable energy and energy efficiency; adopt innovative and modern technologies to improve grid performance; and strengthen the country’s planning, policy, and enabling environment to increase competitive procurement and affordability in Mongolia’s electricity sector. The USAID Mongolia Energy Governance program will be structured to include three major objectives and six cross-cutting priorities, including:

  • Objective 1: Improve planning and operational performance of the electricity and heating systems
  • Objective 2: Increase market competitiveness in the power sector
  • Objective 3: Enable adoption of modern energy generation and management technologies

The activity also includes Cross-cutting priorities:

  1. Gender Equality and Female Empowerment
  2. Private Sector Engagement (PSE)
  3. Environmental Compliance and Climate Risk Management
  4. Monitoring Evaluation and Learning
  5. Sustainability

Job Summary

Abt Associates seeks a qualified Power Market Competitive Procurement Objective 2 Lead, to help the government of Mongolia increase private sector engagement through improved competitiveness of the power sector through support for tariff reform, transparent procurement, RE auctions and other competitive procurement mechanisms. The Power Market Systems Lead will provide direct support to the Mongolian government and power sector stakeholders on how to adapt and adopt new policies that enable transparency, private sector investment, and new competitive procurements to increase the share of RE into Mongolia’s energy mix. This will include working with the national government and key stakeholders to adopt and advocate for more cost reflective tariffs, provide direct technical assistance, and coordinate activities with donors currently supporting competitive procurement in Mongolia. The position will be based in Ulaanbaatar, Mongolia and is contingent upon activity award.

Key Roles and Responsibilities

  • Reports Directly to the Chief of Party (COP)
  • Provides technical leadership on all power market reform, procurement, and private sector engagement activities and implementing these activities aligned with the activity’s overall vision
  • Delivers direct technical assistance and training to Mongolian power sector stakeholders including: government, private financiers, banks and financial institutions, developers, NGOs, and trade organizations
  • Works with the COP, DCOP, and the objective leads to coordinate across technical activities to provide USAID and Mongolian stakeholders robust and innovative solutions to power system challenges
  • Supervise mid- and junior-level project staff personnel that will focus on power market reform, private sector engagement, competitive procurement, tariff setting, and/or RE expertise
  • Direct and manage work of Abt subcontractors and consultants to ensure cost-effective and high-quality delivery of activity’s activities
  • Supports the COP and DCOP in liaising with USAID, the government of Mongolia, activity partners, and other donor(s)/donor programs on complementarity activities
  • Coordinates with the cross-cutting team, including gender; climate risk management; and monitoring, evaluation, and learning (MEL) staff to prepare and collect information for deliverables and reporting

Preferred Qualifications

  • An advanced degree in energy policy, environmental studies, engineering, economics, business, or a related field
  • At least 12 years of experience supporting and leading energy policy, reform, and energy market development initiatives
  • Experience managing international development energy projects as a senior manager
  • Experience supporting donor-funded projects in developing countries: in Asia is preferred
  • Demonstrated knowledge of power Auctions and other competitive procurement mechanisms used to attract private sector participation in driving new energy generation
  • Experience helping governments set cost reflective tariffs in order to attract private sector participation for new power system generation capacity and/or for advanced energy technologies
  • An understanding of how increased tariffs can impact end users and experience developing solutions to keep energy prices affordable
  • Coordinates with Gender and Community outreach specialist to advocate the need for and benefits of setting cost reflective tariffs for RE
  • Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders, including national governments, the donor community, and private sector
  • Knowledge of Mongolia’s energy and climate change policies, laws, organizations, and capacity constraints, including the solar, wind, hydropower and natural gas sectors is preferred but not required
  • Excellent interpersonal, diplomacy, and leadership skills, including the ability to manage high-level relationships and motivate subordinates
  • Fluency in English required, knowledge of Russian or Mongolian is preferred but not required


Minimum Qualifications

  • (10+) years of experience and a bachelor degree OR the equivalent combination of education and experience.
