The Role
Palladium under the Education Capacity Development Facility (ECDF) is seeking a Principal Education Adviser to provide strategy, policy and programming support across the Education and Leadership portfolio in Papua New Guinea. The position is classified as a Long-Term Adviser (LTA, ARF D4) and will be based in Port Moresby or on a Fly-in, fly-out basis.

The ECDF implements the delivery of activities at the direction of the Department of Foreign Affairs and Trade (DFAT), through the Australian High Commission (AHC) Education & Leadership Portfolio (ELP) in Papua New Guinea. This provides high-quality technical assistance and program support to the education sector as prioritised by Australia and the Government of Papua New Guinea at national and provincial levels. The current support focuses on the effective decentralisation of education services and matching skills training to industry demand.

The Principal Education Adviser will consult with the DFAT’s Education and Leadership Section and the ECDF Facility Director to prepare an indicative annual work plan detailing activities, timelines, outputs and outcomes within four weeks of commencement. The Adviser will be expected to draw on strong relationships with a wide range of education stakeholders in PNG and internationally, as well as lessons learned from other contexts. They will provide pro-active advice and identifying strategic opportunities for DFAT engagement in the sector.

Key Responsibilities
* Identify and disseminate learning of value to DFAT and DFAT’s partners, and support DFAT to prepare annual performance appraisals of education investments and its delivery partners.
* Develop strong networks and relationships in the education sector that can be used by DFAT to maximise the return on education investments and/or to influence the decisions/investments of others.
* Develop and maintain a deep understanding of the education sector and provide advice to DFAT on emerging issues and risks, including changes in the political economy of PNG that impact the education sector, potential reputational risks to DFAT or other safeguard issues.
