Procurement and Contracts Manager

  • Full time, April 2019, until August 2020, with a possibility of an extension
  • Based in Vientiane, Lao PDR

The Program

BEQUAL directly supports education priorities of the Government of Lao PDR described in the Education Sector Development Plan 2016-2020 and is consistent with the strategic directions set out in the Australia-Lao Education Delivery Strategy 2013-2018. BEQUAL is designed to be rolled out over 10 years with the objective of improving learning outcomes with a focus on girls and boys from disadvantaged groups, improve learning environments and the quality of teaching. BEQUAL’s key activities through to the end of Phase 1 in August 2020, assist the Ministry of Education and Sports (MoES) with the development and implementation of the national primary curriculum for Grades 1 and 2 and a new pre-service curriculum for primary teachers. This includes the procurement and nation-wide distribution of curriculum materials, nation-wide training and awareness workshops for primary teachers and intensified support for schools in 32 targeted districts.

Coffey is seeking applications from suitably qualified candidiates for the position of Procurement and Contracts Manager.

The Position

The position is responsible for the delivery of efficient procurement, contracting and contract performance management processes and services across all procurement activities, and contracts functions of BEQUAL. The key focus of the position is the delivery of grade 1 and 2 text books (by August 2020) and other learning and teaching materials, including distribution to District Education and Sports Bureaus (DESBs), schools and other locations in the Lao PDR in partnership with the MoES.

The Person

Coffey are seeking applications from candidates with substantial experience managing procurement, contracting and performance management processes for education products, preferably for large projects. With a focus on the procurement and management of production and distribution services related to nation-wide distribution of education products, you will display experience managing and monitoring the implementation of large contracts and working closely with relevant government departments.

Together with your experience in application of the Australian Commonwealth Procurement Guidelines and your understanding and ability to interpret contract clauses and legal terminology, you will display a strong ethical disposition with a zero tolerance to fraud, attention to detail and quality assurance.

Excellent interpersonal skills working in a multilingual and multicultural context and commitment to gender equality and inclusion, and child protection and safeguarding is essential.

Previous experience in Lao PDR or South East Asia is highly desirable.
