Position Overview

Reporting to the Finance and Operations Manager, ACHIEVE DR, the Procurement Associate will serve as the lead in the acquisition of goods and services to support program activities. The incumbent will ensure compliance with USG rules and regulations and with Pact procurement policies and procedures.

Pact busca un Adjunto de Adquisiciones para el programa Huérfanos y Niños Vulnerables (OVC por sus siglas en inglés) de ACHIEVE República Dominicana. ACHIEVE es un acuerdo de cooperación mundial de cinco años financiado por la USAID con el doble objetivo de lograr y mantener el control de la epidemia del VIH entre las mujeres embarazadas y lactantes (PBF por sus siglas en inglés), los lactantes, los niños y los jóvenes en situación de riesgo y de difícil acceso, así como de mitigar el impacto del VIH/SIDA y prevenir la transmisión del VIH entre estas poblaciones; y apoyar la transición de la financiación principal y la ejecución a socios locales capacitados a fin de cumplir con el objetivo del PEPFAR de destinar el 70% de la financiación a socios locales. El programa OVC en la República Dominicana brindará apoyo específico a personas de ascendencia haitiana y sus familias (designadas como Individuos de Población Objetivo [TPI por sus siglas en inglés]) para abordar las barreras a la atención y facilitar el acceso a servicios complementarios clave y fortalecerá la capacidad de los socios implementadores locales para diseñar, implementar y hacer el seguimiento de los servicios recibidos de acuerdo con los requisitos del PEPFAR.

El Adjunto de Adquisiciones depende del Gerente de Finanzas y Operaciones de ACHIEVE RD y servirá como jefe en la adquisición de bienes y servicios para apoyar las actividades del programa. El titular del puesto garantizará el cumplimiento de las normas y reglamentos del Gobierno de los Estados Unidos y las políticas y procedimientos de adquisiciones de Pact.

Key Responsibilities

  • Lead processes of procuring goods and services under ACHIEVE Dominican Republic.
  • Serve as the primary point of contact for procurement advice and compliance support.
  • Develop and maintain templates, tools, and guidance documents to promote efficient and compliant procurement.
  • In coordination with the Finance and Operations Manager, interpret and apply relevant USG regulations, integrating this knowledge into procedures, policies and templates.
  • Develop and maintain consistent and comprehensive procurement files, including solicitations, proposals, negotiations, evaluations, award documents, contracts and related correspondence.
  • Travel to field office to provide short-term technical assistance as needed.
  • Liderar procesos de adquisición de bienes y servicios bajo ACHIEVE República Dominicana.
  • Servir como punto de contacto principal para el asesoramiento en materia de adquisiciones y el apoyo al cumplimiento.
  • Elaborar y mantener plantillas, herramientas y documentos de orientación para promover adquisiciones eficientes y conformes.
  • En coordinación con el Gerente de Finanzas y Operaciones, interpretar y aplicar los reglamentos pertinentes del Gobierno de los Estados Unidos, integrando este conocimiento a los procedimientos, políticas y plantillas.
  • Elaborar y mantener expedientes de adquisiciones consistentes y completos, incluidos los llamados a licitación, las propuestas, las negociaciones, las evaluaciones, los documentos de adjudicación, los contratos y la correspondencia conexa.
  • Viajar a la oficina de campo para prestar asistencia técnica a corto plazo, según sea necesario.

Basic Requirements

  • Bachelor’s degree in a relevant field.
  • Demonstrated knowledge of Dominican laws as applicable to procurement policies and practices.
  • Minimum of 5 years of relevant work experience.

· Grado de licenciatura en un campo pertinente.

· Demostrado conocimiento de las leyes dominicanas aplicables a las políticas y prácticas de contratación pública.

· Mínimo de 5 años de experiencia laboral pertinente.

Preferred Qualifications

  • Relevant experience in procurement for USG-funded programs.

· Experiencia pertinente en adquisiciones para programas financiados por el Gobierno de los Estados Unidos.
