Job Description

RTI International (www.rti.org) is seeking Procurement and Logistics Officer Candidates for the All Children Reading-Cambodia project, funded by USAID. The position will be based in Phnom Penh, Cambodia.



Program Background:

The All Children Reading-Cambodia project will improve the early grade reading skills of children in grades 1 to 2 in Cambodia. The project will assist the Ministry of Education, Youth, and Sport, its development partners, nongovernmental organizations, and the private sector in harmonizing early grade reading (EGR) teaching and learning approaches in Cambodia. It will also help coordinate and support the implementation of rigorous, feasible, practical, scalable, and inclusive EGR interventions and models in Cambodia.



Job Summary:

RTI is seeking applicants for the anticipated role of Procurement and Logistics Officer. Under the direct supervision of the Grants and Procurement Manager, the Procurement and Logistics Officer is to provide overall management of project logistical needs including the processes of procurement and transport of procured goods. The Procurement and Logistics officer will provide coordination of the entire logistics component for the All Children Reading-Cambodia project in Cambodia by ensuring compliance with RTI logistical and procurement SOPs in Cambodia. *This position is for Cambodian nationals only*



Essential Duties:

  • Support all phases of sourcing activity to ensure best value and within required lead times for a variety of requirements in Cambodia;

  • Support the implementation of the annual procurement plan supported with budget and timetables;

  • Effectively negotiate with suppliers on a wide variety of commodities (insecticides, protective equipment, vehicles) and services for the best overall value to the project;

  • Issue the publication of procurement solicitation documents (Request for Quotes, Request for Proposals or Invitation for Tenders) and purchase orders, and support the negotiation for assigned procurements such as commodities/goods/materials, and services;

  • Contribute to the supply chain management efforts up to and including logistical support from the ordering point through the follow-up, expediting, and delivery of the required goods and/or services;

  • Understand and ensure compliance with legal guidelines, Federal Export Control (if applicable), contracting principles, sourcing and price/cost analysis requirements;

  • Support the distribution process of materials to project partners, schools, and teachers;

  • Ensure adherence to RTI’s standard procurement operating (SOP) procedures;

  • Provide support to stock management of Teaching and Learning Materials;

  • Perform other duties as assigned by the supervisor.



Key Selection Criteria



  • Master’s degree or Bachelor’s Degree and 1 year of experience or equivalent combination of education and experience;

  • An understanding of and commitment to RTI’s mission and values;

  • Additional professional training in procurement and logistics management preferred;

  • Knowledge of USAID procurement policies and regulations a plus;

  • Excellent knowledge of Microsoft Office and procurement software;

  • Strong organizational, reporting and management skills;

  • Excellent interpersonal skills and ability to work as part of a team;

  • Strong verbal and written English & Khmer communication skills;

  • Strong presentation and facilitation skills;

  • Ability to build effective relationships with all clients, peers, and stakeholders;

  • Ability to work hands-on, independently, and within team;

  • Demonstrated success managing and leading technical and administrative teams;

  • Strong organizational and interpersonal skills and ability to work in a team-oriented setting;

  • Strong oral and written communication skills and ability to coordinate activities with officials from host country government, US Government, NGO’s, and other agencies;

  • Strong computer skills: Microsoft Office Applications;

  • Experience in general business administration and financial management;

  • Willingness to travel frequently to the field offices;

  • Operating a computer and other office machinery;

  • Frequently communicating with vendors, suppliers, and external stakeholders;

  • Multiple and tight deadlines.
