Job Description

  • Develop and maintain overall procurement systems and procedures that are in compliance with QED polices and USG rules and regulations, transparent and effective and directly manage procurement activities for both goods and services.
  • Work directly with local, regional or international vendors and service providers to obtain quotations and/or initiate procurements of requested commodities and services.
  • Support request for proposal (RFP), request for quotation (RFQ), and bid analysis processes.
  • Prepare routine and special reports on procurement activity for submission to the project leadership as requested.
  • Maintain inventory control system. Facilitate annual inventory reconciliation in coordination with the project leadership and QED Home Office contracts personnel on contract anniversary date.
  • Support the compliance department in collecting vetting documents, including liaising with partner/beneficiary individuals as necessary and in coordination with relevant technical staff.


  • Minimum of a B.A. degree in a relevant field (Business Administration, Economics, Accounting, or Finance).
  • Minimum of 7 years’ relevant professional experience directly managing procurement policies and practices for a donor project; Strong familiarity with USAID rules and regulations with regards to procurement and office management.
  • Specialized training in procurement management. Knowledge of USAID procurement procedures is an advantage.
  • Experience at USAID-funded development programs, and knowledge of Federal and AID Acquisition Regulations (FARs and AIDARs) is desirable.
  • Strong administrative and reporting skills.
  • Excellent organizational and time management skills.
  • Excellent interpersonal and oral communication skills.
  • Advanced computer skills, specifically in MS Excel, Word, and Outlook.
  • Ability to travel to project implementation locations.
  • Ability to work as a team member.
  • Excellent English language skills, fluency in Amharic is desirable.

About the Organization

The QED Group is seeking a Procurement Officer for an anticipated USAID Ethiopia Health Information Systems (HIS) project to support USAID/Ethiopia
in providing technical assistance and other services for the implementation of the Electronic Health Information Systems (eHIS) Activity to support the Government of Ethiopia (GOE) to improve the quality of health service and create a sustainable health care system through use of data for decision making and for providing similar services and deliverables to other countries in Africa or to respond to a crisis in Ethiopia. It will be based in Addis Ababa.

The Procurement Officer will be responsible for managing QED’s procurement system in the main project office and assisting with procurement taking place in the regional project offices. S/He will help implement all approved procurement policies and procedures in coordination with program, procurement, and finance and administration personnel.
