DAI is seeking a Procurement Specialist to join our busy Delivery Unit. The position will be based in Apsley, Hemel Hempstead, Hertfordshire. Level of Effort and Duration
The position is a fixed term role on a full-time basis.
The initial duration for the position will be two months with the likelihood of extension until the end of the LIFT programme (July 2020).
Background to position
DAI has been the lead implementer of the Land Investment for Transformation (LIFT) programme in Ethiopia since March 2013. In June 2019 DAI was awarded a contract amendment by DFID which allocated all procurement responsibilities for the LIFT programme to DAI. DAI is now seeking to engage a Procurement Specialist who will be responsible for the procurement of a high volume of urgent items necessary for programme’s activities.
The Procurement Specialist will be expected to follow the LIFT programme’s Procurement Manual and Procurement Plan which will govern the procedures and processes to be followed by the Procurement Specialist in conducting procurement on behalf of the LIFT programme. The chosen candidate will work closely with the LIFT Project Manager, Project Coordinator and Finance and Logistics Officer to ensure that the evolving needs of the project are met.
The Procurement Specialist will also be expected to have read, understood and adhere to DFID’s terms and conditions of contract in carrying out all procurement related activities relevant to the position.
The Procurement Specialist will also be asked to support other relevant project activities during occasions where procurement does not demand a full-time level of effort. These may include but are not limited to support on project asset management and disposal; project reporting; logistics; contract management, including maintenance service provision and value for money assessment reports.
Limited travel to Ethiopia may be required, primarily for familiarisation purposes, but the requirement may increase if it becomes important for effectively delivering on the key functions of the role.
The Land Investment For Transformation (LIFT) Programme is a six-year (March 2014 to August 2020), DFID-funded programme that aims to improve the incomes of the rural poor and to enhance economic growth, through three components: The development of Second Level Land Certification (SLLC); improved Rural Land Administration Systems (RLAS); and increasing land productivity through the ‘making markets work for the poor’ (M4P) approach. The programme aspires to provide SLLC for 14 million parcels in 140 woredas for approximately 6.1 million households (around 70% of parcels being jointly or individually owned by women). The programme is implemented in Oromia, Amhara, SNNP and Tigray regions.
Based on an assessment of the projects procurement needs, as set out in the projects procurement plan, it is expected that there will be a high volume of international procurement managed through the DAI Europe corporate office in Apsley. The estimated value of each procurement based on the required quantity of items to be procured will require a high number of open tenders. These will be the responsibility of the Procurement Specialist to manage. In doing so the Procurement Specialist shall also:
- Ensure that all the procurement activities conducted through the Apsley office conform to DFID procurement regulations and are compliant with transparent and acceptable commercial practices acceptable to DFID.
- Advise on the appropriate procurement methods to be used for procurement of the goods and quantities specified under the project procurement plan
- Manage and lead actual operational procurement activities including: drafting procurement plans, Bidding Documents (BDs), adverts, request for quotations; procedures in issuing BDs, procedures in short-listing suppliers for invitations for quotations, receipt of bids/quotations, opening of bids/quotations, evaluation of bids/quotations, preparation of evaluation reports and draft contract agreements.
- Ensure that complete documentation is maintained (through a central procurement filing system) on all procurement cases; coordinate and respond to procurement queries, disputes, and complaints
- Maintain an accurate timeline for the delivery of items to meet the requirements of LIFT as set out in the procurement plan and report progress and actions taken on a weekly basis
- Advise and make recommendations to achieve best value in the procurement process, in line with programme needs and DFID requirements, and prepare reports recording savings achieved
- Working with the Project Manager and Project Coordinator, manage any Procurement Agents sub-contracted to DAI to procure goods for the LIFT project
- Ensure proper knowledge transfer and capacity building within DAI and LIFT project team
Qualifications and experience
- At minimum, a Bachelor’s Degree in one of the following areas: Procurement, Business Administration, Accounting, Finance, Engineering, etc.
- An advanced degree with a major in a relevant discipline is an added advantage
- Considerable, directly relevant experience including broad expertise in the management of procurement in the public or private sector
- Experience in implementing procurement actions according to international organisation guidelines for procurement of goods and services
- Experience in procurement of hardware and software
- Proven work experience on international procurements
- Proven work experience on international procurements for Ethiopia is an added advantage
- Excellent computer skills for Microsoft Office tools (Word, Excel, and PowerPoint) and Internet use
- Fluency in English is required
- Excellent written and oral communication skills
- High level interpersonal and relationship-building skills.

The salary offered for the Procurement Specialist will be commensurate with experience. The successful candidate will work alongside colleagues in the DAI Europe offices in Apsley, Hertfordshire.
