Project Summary:

The USAID/Indonesia Monitoring, Evaluation and Learning Project (MEL-P) purpose is to support the implementation of the Country Development Cooperation Strategy (CDCS) for Fiscal Year 2021 – 2025 by providing technical, consulting, and advisory services related to monitoring, evaluation, and learning and other relevant short-, medium-, and long-term technical expertise to USAID/Indonesia. The activity will also provide support to USAID initiatives, such as the Indo-Pacific Strategy, and newly enacted Foundations for Evidence Based Policy Making Act. These combined efforts will facilitate and inform program management decisions within the Mission, shape the long-term strategic direction of programs, and enable USAID/Indonesia to comply with USAID’s Evaluation Policy and USAID Automated Directives System 201. Under component 4, MEL-P is supporting the USAID/Indonesia Office of Health’s efforts to engage professional support the National AIDS Program (NAP).

Position Summary:

The Procurement & Supply Chain Management (SCM) Advisor will provide high quality technical support to the NAP for the development and implementation of a procurement and supply chain management strategic plan. The Procurement & SCM Advisor will support the development and implementation of a capacity building plan for the health system at all levels, from national to provincial to district, to improve pharmaceutical supply chain management The Advisor will be in a one-year contract and based in Jakarta with an anticipated start date of January 2024. The Advisor will also report to the USAID/Indonesia SCM Advisor and the NAP Program Manager.

Responsibilities:

  • Strengthen the capacity of NAP on procurement and supply chain management of HIV health commodities, such as regularly monitoring the national stock-on-hand and stock status at the ‘Puskesmas’ level and the commodity consumption data and trends.
  • Provide technical support to improve the HIV/AIDS supply chains at central level, Jakarta and selected provinces, including data collection and analysis, tracking of performance indicators, and training in SHIA 2.1 or other systems as they relate to the management of the availability of HIV commodities.
  • Support the development of a long-term strategy for domestic procurement of HIV commodities, including domestic resource mobilization for this purpose, capacity building for local tenders (if required), international tenders, or the processes for using domestic financing for procurement from Global Fund.
  • Conduct supervision and mentoring activities with provincial, district, and health facility staff to conduct routine supply chain management tasks.
  • Provide analytical support to Managers of the supply chain for identifying system challenges and developing potential solutions.
  • Support the tracking, monitoring and strengthening systems for specimen transport to improve efficiencies in viral load testing.

Qualifications:

  • Master’s degree in pharmacy, logistics management and procurement, or supply chain management required.
  • Minimum five years of experience in procurement and supply chain management within the Indonesian context required.
  • Knowledge of the commodity logistics systems for health products related to HIV is required including knowledge of quantification, forecasting, warehousing, distribution, information management, district capacity-building, and commodity procurement practice.
  • High level of proficiency with logistics software such as ARVFast, Quantimed, PipeLine, Quantification Analytics Tool, etc.
  • Strong oral and written communication skills in Bahasa Indonesian and English required.
