Recruitment of staff to strengthen AUC/DREA’s capacity to deliver

New Alliance for Food Security and Nutrition Initiatives

Position: Program Analyst

Nationality: AU Member Countries Only

Location: Addis-Ababa, Ethiopia (with extensive regional and international travel)

Period of Performance: 2 - 3 years (estimated begin date July 2015)

Background

Public investment in agriculture and food security has significantly increased in Africa over the last decade. Although there is considerable impact being created, governments alone cannot forge the path to sustainable food security as agricultural transformation is a shared interest of the public and private sectors and presents a unique opportunity for a new model of partnership. The New Alliance for Food Security and Nutrition was launched in 2012 in order to:

  • Accelerate implementation of key components of the Comprehensive Africa Agriculture Development Programme (CAADP)
  • Leverage the potential of responsible private investment to support development goals
  • Help lift 50 million people out of poverty in Africa by 2022
  • Achieve sustained inclusive, agriculture-led growth in Africa
  • Reaffirm continued donor commitment to reducing poverty and hunger

The New Alliance is a partnership in which stakeholders commit to specific policy reforms and public and private investments that accelerate the implementation of African country food security strategies. These commitments, along with a set of Enabling Actions, address key constraints to agriculture-led growth in Africa, including those that prevent smallholder farmers, particularly women, from increasing their productivity and accessing markets. The New Alliance directly contributes to and catalyzes the implementation of CAADP’s overarching goals to end hunger and halve poverty in Africa by 2025 as outlined in the 2014 Malabo Declaration on Accelerated Agriculture Growth and Transformation for Shared Prosperity and Improved Livelihoods.

Strengthening DREA’s capacity to deliver New Alliance initiatives

The African Union Commission’s Department of Rural Economy and Agriculture (AUC-DREA) has developed a staffing plan to strengthen DREA’s capacity to deliver with respect to the New Alliance in support of CAADP and the 2014 Malabo Declaration on Accelerated Agricultural Growth and Transformation for Shared Prosperity and Improved Livelihoods.



Responsibilities

The Program Analyst will provide advanced analytical, writing, publication and programmatic support to the AUC/DREA with respect to the New Alliance initiative. The Program Analyst will report to the Senior Coordinator

Specific Technical Activities

  • Conduct orientation visits to each New Alliance and Grow Africa member country
  • Produce New Alliance draft guidance documents, high level reports and other publications including collecting, collating and analysing the data required to populate these documents on behalf of the co-leads (permanent co-lead AUC and current co-lead Grow Africa). Examples of these documents include the annual New Alliance Progress Report, financial reporting, enabling action reporting, and best practices for developing and modifying cooperation frameworks.
  • Working with stakeholders including farmers, civil society and private sector representatives, coordinate production and dissemination of outreach materials designed to reach mass audiences with information about the benefits and successes of the New Alliance, through postings on AUC and other websites, periodic press releases, inputs to blog posts and other social media outlets, responses to press articles and country enquiries and development of policy briefs.
  • Manage consultations with civil society organisations, the private sector and other partners and stakeholders to consult on and report on progress, constraints and lessons learned from New Alliance programs.
  • Provide technical support to assist country lead groups to organise their annual review of New Alliance (NA) commitments and update the cooperation frameworks, preferably in coordination with country Joint Sector Review processes
  • Synthesise and analyse the outputs of the M&E process for use in Joint Sector Reviews (JSR), support enabling actions by countries and implementing partners, and submit contributions to the annual New Alliance Progress Reports.
  • Program development and management
  • Liaise and build relationships with other implementing partners to facilitate the various enabling actions
  • Build capacity of country groups including farmer organizations, civil society and private sector to carry out analyses, produce reports and accomplish other technical functions in support of NA operations at the country level.
  • Actively participate in DREA’s internal meetings, and with the AUC as a whole. Participate in wider organisational discussions and provide technical input - including representing the interests and welfare of the entire AUC/DREA Team.
  • Participate in other national and continental meetings where AUC/DREA is contributing to the technical agenda of the meeting, especially related to New Alliance content
  • Represent the Senior Coordinator at meetings and other invitational events as required
Performance Criteria

The Program Analyst hired to work on DREA’s New Alliance initiatives will be part of the performance based programme within DREA, which is dependent on individual and team core competencies.

Qualifications, Background and Experience

  • MSc or higher in agricultural development, public administration, communications, international affairs, project management or related field is required
  • Minimum 4 years of experience providing advanced technical support to multi-faceted international development programmes (experience with the AUC and other African continental and regional organizations would be an added advantage)
  • Demonstrated capacity to work collaboratively and problem solve across stakeholder groups
  • Experience producing high level, quality reports for use in high profile forums
  • Experience communicating at high levels of government and multi-lateral organisations, especially in Africa??
  • Demonstrable experience working in mid-senior level positions in Africa in agricultural development, food security or economic transformation initiatives
  • Experience with policy analysis, reform processes and inter-governmental procedures is an added advantage

Skills

  • Knowledge or understanding of socio, political and economic contexts governing agriculture and food security issues in Africa
  • Demonstrated capacity to work collaboratively and problem solve across stakeholder groups
  • Ability to produce high quality reports, papers, and other materials of publishable standards
  • Excellent knowledge of data collection, analysis and presentation methods
  • Excellent presentation, communication and interpersonal/networking skills
  • Ability to communicate and present complex issues clearly to a variety of audiences.
  • Excellent time management skills and capacity to work to tight deadlines
  • Good project management skills, with the ability to juggle priorities.
  • Experience in dealing with the media and public speaking
  • Innovative and creative thinking
  • Assertive/self-starter/self-confident/team player/ good listener/ takes initiative
  • Able to operate at a strategic level
  • Proficiency in the use of IT and software packages
  • Proficiency in English, French proficiency is a significant advantage
