Job Description


The Program Associate provides programmatic support, including financial, logistical, administrative, research, writing and data analysis assistance to the Latin America Programs. He/she works collaboratively with the DC-based Latin America staff, as well as the field staff and in-country partners. This is a nonexempt position. Position holder must obtain written authorization from supervisor before working in excess of 40 hours in a work-week.


  • Provide programmatic, logistical, and administrative support to in-country partners on a daily basis
  • Prepare memorandum of understanding, letters of agreement and other contractual documents for partners and vendors; ensure timely approval is obtained, track their duration and notify supervisor of imminent expiration
  • Lead procurement process for program expenditures in line with supervisor’s instructions
  • Assist with the design of monitoring and evaluation tools and data collection
  • Contribute to the development of project proposals and quarterly project reports
  • Arrange travel plans including flight and hotel research and booking, visa application, etc.
  • Monitor budget for compliance
  • Liaise between headquarters finance and field finance personnel to facilitate problem resolution
  • Maintain program files, folders, and databases for secure and easy access and retrieval
  • Draft press releases and briefings
  • Assist with developing and implementing advocacy strategy, events and delegation
  • Assist with outreach to other organizations and partners for collaboration
  • Limit the use of electronic devices such as cell phones to work-related purposes
  • Other related duties as assigned



  • Bachelors’ degree in Political Science, International Relations, Latin America studies, or related field;
  • Master’s degree preferred


  • 2-3 years of relevant professional experience
  • Experience living or working in Cuba or another closed country in Latin America
  • Experience working on human rights or democracy-related issues in Cuba or another closed country in Latin America
  • Experience managing grants, including USG funding, is a plus

Skills and Competencies:

  • Ability to apply superb attention to detail and consistently produce timely and error-free work
  • Strong ability to communicate effectively in English, both verbally and in writing
  • Fluency in oral and written Spanish is required
  • Knowledge of basic digital and physical security principles
  • Ability to consistently apply good judgment in problem-solving and decision making
  • Excellent research, analytical, writing, and organizational skills
  • Ability to develop and write successful program proposals
  • Knowledge of basic accounting principles and grant-related compliance requirements
  • Mastery of MS Office Suite, with experience developing and managing budgets in Excel
  • Ability to maintain the highest degree of confidentiality regarding all aspects of work at all times
  • Strong ability to prioritize work and multi-task to meet tight deadlines in a fast-paced environment
  • Ability to work independently with minimal supervision and collaboratively as part of a team
  • Ability to successfully work in a diverse and multicultural environment
  • Flexible and adaptable with a good sense of humor and positive attitude
