Position Overview:
The Program Manager manages and oversees Proximity’s increasingly complex donor-funded projects throughout the project life cycle. They provide daily backstopping and support to project staff in the field on all matters related to contract administration, including managing the project budget, personnel, procurement, and subawards. In addition, they support scope of work implementation by carrying out research and/or short-term technical assignments in the field in support of program delivery. The Program Manager also supports the implementation of Proximity’s business development strategy by participating in the proposal development process in a variety of roles.
The Program Manager works in close collaboration with Proximity’s staff across the firm and reports to the Senior Program Manager or Director of Programs.
Duties and Responsibilities:
Manage and oversee the implementation of Proximity’s projects from the home office as well as during short-term assignments in the field
Provide critical daily project backstopping and support on all matters related to project budget, procurement, and subcontract and grant management
Establish and manage project management systems that meet client, contractual, and regulatory requirements and promote implementation efficiencies
Oversee financial aspects of Proximity’s programs including developing program financial projections and by monitoring monthly costs using contract budget monitor, tracking contract expenditures against budget and total obligated funds, and reviewing monthly invoices to ensure accuracy and compliance with contract provisions
Review and determine causes for variances to the budget and report on the status of budget performance and driving factors to members of the Senior Management Team, as requested
Conduct internal project audits to identify areas of weakness and risk, and develop action plans that mitigate them; oversee external program audits and financial reviews
Draft consultant scopes of work and project staff position descriptions, and support/lead the recruiting, fielding, and management of project staff and consultants
Conduct research and analysis to support project implementation
Prepare activity reports, support the development of other project deliverables, and ensure quality control of all project deliverables
Contribute to scope of work implementation, including but not limited to supporting the design and implementation of landscape and policy assessments, partnership facilitation, technical trainings, and project evaluations
Support project communications by drafting one-pagers, success stories, and website and social media (e.g. LinkedIn) posts
Serve as the main home office point of contact to project teams in the field
Support Proximity’s business development efforts by identifying and tracking opportunities, liaising with potential partners, carrying out research needed to inform opportunity tracking and proposal development, and contributing to the proposal development process in a variety of roles
Perform other duties and responsibilities as required
Required Qualifications:
Bachelor’s degree in business administration, global development, or a related field, master’s degree preferred
At least three years of progressively responsible experience in the implementation and management of donor-funded projects (preferably funded by USAID and the U.S. Department of State)
Experience and interest in one or more of the following areas: monitoring, evaluation, and learning; livelihoods and/or economic recovery; governance and stabilization; and/or countering violent extremism
Experience with proposal development in a variety of roles, especially in budgeting and proposal coordination
Acute emotional intelligence and ability to build strong collaborative relationships with a diverse group of colleagues and partners
Familiarity with U.S. Federal rules and regulations (including but not limited to FAR, AIDAR, ADS, CFR, FTR, etc.)
Ability to anticipate and identify risk and proactively propose solutions
A commitment to working in a dynamic and rapidly growing organization; and a demonstrated ability to manage competing and evolving priorities in a fast-paced setting
Deep familiarity with MS Office application and cloud-based project management tools
Outstanding verbal and written communication skills in English; foreign language skills highly desirable
Exceptional organizational and time management skills
Availability for international travel, sometimes on short notice
