Job Title: Program Manager II – Education and Psychosocial Programs
Reports To: Head of Programs

In partnership and collaboration with Caritas Iraq, CRS Iraq is supporting conflict-affected people to live in dignity through the provision of critical relief items, upgrades to shelter conditions and improved access to water and sanitation facilities, educational and psychosocial (PSS) support for children, and livelihoods support. CRS Iraq’s Education and Psychosocial program serves over 10,000 children in Baghdad, Ninewa, Kirkuk and Duhok.
The PM will manage and provide technical and strategic oversight of the development and implementation of the Country Program (CP) Education and Psychosocial programming, particularly for large and complex projects, ensuring effective systems and processes are in place that support high-quality programming advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. The PM will recruit and supervise a high performing team, effectively managing grants from U.S. Government and private donors. His or her management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its Education and Psychosocial programming.
- Provide strategic direction, management, guidance, and technical oversight of all new and existing projects within the CP Education and Psychosocial Program throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices.
- Effectively manage talent for the Education and Psychosocial team. Manage team dynamics and staff well-being. Provide training, coaching, strategically tailor individual development plans, and complete performance management for direct reports.
- Lead the development of program learning - identify opportunities for learning, research and publications in the area of Education and Psychosocial and implementation of MEAL policy. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
- Contribute to the proactive pursuit of opportunities for new funding to ensure growth of the CP Education and Psychosocial sector portfolio in line with agency, regional, and CP Education and Psychosocial strategic priorities. Serve as the technical lead and technical writer to ensure quality proposals in Education per agency and donor standards. Contribute to donor relations, budgeting and staffing plans and activities for proposals.
- Oversee technical assistance and capacity strengthening activities in Education and Psychosocial for CRS and Caritas Iraq staff and other partner organizations to enhance program quality and impact.
- Oversee the identification, assessment and strengthening of partnerships relevant to Education and Psychosocial and the appropriate application of partnership concepts, tools and approaches. Provide technical assistance to CRS implementing partners, particularly Caritas/Iraq.
- Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.
- Serve as CRS’ representative to and actively participate in cluster meetings, working group meetings and other external coordination meetings ensuring a high level of collaboration and coordination with Education and Child Protection actors including other NGOs, the government and key UN partners.
Typical Background, Experience & Requirements:
Education and Experience
- Master’s Degree in International Development, International Relations or in the field of Education required. Additional experience may substitute for some education.
- Minimum of 5 years experience in relevant field-based project management experience required, with at least 2-3 years working in Education and/or Psychosocial programs.
- Experience in managing moderately complex projects preferably with an international NGO.
- Good experience in project grants management, including project design, preferably for grants from multiple public donors, including PRM and USAID.
- Demonstrated ability to write high quality technical proposals.
- Effective communication skills with staff and partners as well as effective working across different departments.
- Proven experience in establishing and maintaining strong partnerships with track record of partners capacity building.
- MEAL skills and experience required; familiarity with INEE required; familiarity with MHPSS concepts and resources preferred.
- Proven staff management experience and abilities that are conducive to a learning environment.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
- Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions
- Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.

Required/Desired Foreign Language: English required; Arabic preferred
Travel Required: The position is based in Erbil or Duhok, with 50% travel to project sites in Iraq, including travel to Baghdad estimated every other month; travel regionally for training.

Internal: The Country Representative, Head of Programming, Department Managers, Project Managers, Regional Office (particularly the DRD-PQ, Growth and MEAL TA).
External: Caritas-Iraq, Heads of Caritas Internationalis representatives; Church partners; CRS implementing partners; operational partners and colleague organizations; Local Government; UN agencies and sector leads in the area.
