Job Description

Democracy International (DI) seeks to hire a short-term technical assistance (STTA) Program Manager for its USAID-funded Systems to Uphold the Credibility and Constitutionality of Elections in South Sudan (SUCCESS) program.

The Center for Peace and Development Studies (CPDS) at the University of Juba, in partnership with DI/SUCCESS, is implementing a grant entitled “Enhancing Peace Agreement Implementation for Sustainable Peace and Development in South Sudan” in order to build civil society engagement in the peace and political dialogue process. The grant seeks to empower a wide spectrum of civil society actors, including women, to play an active role in peace consolidation efforts in South Sudan.

The STTA Program Manager will have a key coordinating role and work closely with CPDS staff and civil society organizations to implement a peace monitoring program. Activities support robust participatory mechanisms for monitoring the Agreement for Resolution of Conflict of South Sudan (ARCSS) together with inclusive public and political dialogue which will contribute to post-conflict governance arrangements to help build sustainable peace in South Sudan.

Primary Responsibilities

Foster collaboration amongst non-state actors (FBO, CSO’s, academia) to jointly monitor the peace process

  • Building consensus around importance of monitoring the implementation of the peace agreement to promote a unified and strategic accountability mechanism to strengthen non state actors’ efforts in monitoring of the peace agreement.
  • Host monthly meetings with partners involved in the joint monitoring process.

Provide technical expertise to CPDS in implementing the peace monitoring framework

  • Provide day to day technical support to CPDS to develop regular monitoring reports.
  • Work closely with CPDS in regularly reviewing their work plan in implementing the monitoring framework.

Facilitate learning sessions for CSOs and CPDS on peace monitoring processes to include data analysis and presentation

  • Organize regular roundtable discussions with civil society (to include FBOs) and CPDS to evaluate progress of the peace monitoring process.
  • Develop and organize training for the CSOs and CPDS to discuss and validate the peace monitoring framework.

Develop an advocacy strategy to increase awareness on the peace monitoring efforts and reports distributed

  • Work closely with CSOs and FBOs to develop and implement an action plan on dissemination of the regular monitoring reports to include radio shows, press statements/releases, lectures and public dialogues.

Deliverables

Outputs of this assignment include:

  1. Inception report – 2-3 page summary of consultant’s approach to achieving targeted deliverables with reference to the CPDS grant.
  2. Roundtable discussion meeting notes, agendas, participant lists, and training materials.
  3. Curriculum for training support provided for CSOs & CPDS to include materials, power points, pre and post test evaluations for participants.
  4. Work plan for CPDS to follow to develop monitoring framework.
  5. Final Report – 5-page maximum summarizing consultancy outcomes and recommendations for follow-up.

This scope of work will be revisited periodically as needed to reflect current realities and respond to project needs. Amendments can be added as required.

Qualifications

  • Minimum 7 years of experience in designing and implementing peace monitoring campaigns highly preferred;
  • 5+ years of relevant program management experience preferred;
  • Proven track record with peace monitoring initiatives in conflict environments;
  • Worked closely with civil society groups on governance projects;
  • Knowledge of the East African region and its development, with an interest in South Sudan preferred;
  • Proficiency in Microsoft Office suite;
  • Ability to manage multiple tasks and share information in a dynamic environment. Highly organized with excellent time management skills;
  • Ability to work independently with little supervision;
  • Excellent oral and written English; excellent technical writing with strong proof-reading skills to produce error-free documents;
  • Ability to work well in teams, build and maintain collegial and productive working relationships, help colleagues and partners succeed; and promotes knowledge sharing;
  • Ability to analyze and proactively solve problems; seek out, evaluate, and synthesize information; offer alternative solutions; and exercise sound judgment;
  • Ability to adapt to changing environments; resilient, positive, and flexible in the face of adversity.

Position Type

This STTA position will be based in Juba, South Sudan for a period of approximately 5-6 months and reports to the SUCCESS Deputy Chief of Party. The position will coordinate closely with other members of the SUCCESS team, including the STTA Peace Monitoring Expert and civic engagement team.
