Job Description

Oxford Policy Management Limited (OPM) is preparing to tender for the Prosperity Fund’s ambitious South East Asia (SEA) Low carbon Energy Programme, in six ASEAN countries. The programme has a dual focus on Green Finance and Energy Efficiency.

We are seeking to recruit an experienced and dynamic Programme Manager, who has the passion and skill to help us effectively deliver this exciting programme.

About the programme

The Prosperity Fund is a cross government Fund that aims to reduce poverty through inclusive economic growth. The UK has expertise in a range of sectors including Energy, Education, Healthcare, Finance and Infrastructure. Helping partner countries develop these sectors and improve their business environment will give firms and people, greater opportunities to work in a stronger, more productive economy.

It represents a strategic shift in the ODA resources spent on assisting countries to grow and develop by focusing on multi-year programmes in middle-income countries, which will help to make the world a more prosperous place. The Fund looks to support an outward looking, global Britain investing and trading with fast growing markets. There is a small non-ODA allocation through the Fund in order to support the government’s ongoing prosperity goals. The fund also seeks to improve trade links between partner countries and the rest of the world, including the UK.

The SE Asia Low Carbon Energy Programme under the Prosperity Fund aims to improve the conditions and potential for the development of low carbon energy in 6 targeted countries in SE Asia focusing on areas of green finance and energy efficiency. The Prosperity Fund 6 (PF6) are Thailand, Malaysia, Vietnam, Indonesia, the Philippines and Myanmar. This supports sector-specific Prosperity Fund delivering high-impact, multi-year programmes across high opportunity ODA eligible countries regions and sectors.

The programme will run to the end of March 2021 with a possibility of extension and will be procured through the Prosperity Fund Framework.

The role

We are now seeking to recruit a dynamic and talented Programme Manager to be based full time in Jakarta, who will be responsible for the smooth running of one of OPM’s larger adaptable and flexible programmes. The successful candidate will:

  • Work with the technical staff on the project to ensure that all interventions are in line with the objectives of the programme;
  • Ensure sound monitoring and evaluation of all interventions; managing the delivery of logistical support to the team;
  • Oversee the financial management of the programme.
  • Support the Team Leader in the delivery of the Programme’s objectives.

The successful candidate

We are looking for a Programme Manager with an operational and change management, and business development, background ideally in a relevant development-related environment. You will have a proven track record of successfully managing fast growing teams, high performing staff and large projects. You will also have the ability to build and develop relationships with existing and potential clients and partners. In additional successful candidates will also be able to demonstrate the following skills and qualifications:

  • Education to degree level, ideally Masters Level, in a subject relevant to OPM’s work.
  • Experience of working on FCO funded projects, ideally of a similar scale to SEA Low Carbon Energy.
  • Strong interpersonal and communication skills and experience of managing multi-cultural teams
  • Excellent problem solving and management skills.
  • Strong interpersonal and communication skills.
  • High standard of both spoken and written English.
  • Numeracy and ability to work with budgets and financial data.
  • Ability to prioritise, show initiative and work calmly under pressure.
  • Competence with Microsoft Office products (Word and Excel in particular).

Closing

This is a full-time position based in Jakarta, with travel to all 6 countries and Singapore. The Programme Manager is expected to be free from conflicts of interest in the responsibilities they take on.
