The role – Programme Manager – Pacific Commonwealth Equality Project is responsible for managing all aspects of the implementation of the project and ensuring contractual compliance and reporting. The role will manage a Communications and Visibility Officer.
The key responsibilities of the role include:
- Programme management – manage the project, including planning, implementation and monitoring, problem solving, managing budget execution, donor contract compliance, donor narrative and financial reporting.
- Supervising and supporting the Communications and Visibility Officer and country focal officers – provide advice, mentoring and support in the design and delivery of project activities; develop and implement monitoring and evaluation plans to meet the project objectives.
- Networking and partnership – establish, strengthen and support partnerships that advance the project objectives at national, regional and international levels.
- Monitoring, Evaluation and Learning (MEL) – contribute to the design and implementation of an effective MEL system for the project, including regular monitoring of project progress, documenting impact stories, case studies and articulating impacts of the project.

Key selection criteria
- A Master’s degree in development, human rights, law, gender, international relations, or other relevant post-graduate degree from a recognised university
Knowledge and experience
- At least seven years of progressive project management and development experience, covering national human rights institutions and/or government and/or civil society
- A solid record of accomplishment overseeing complex regional projects supporting state and/or non-state actors in advancing human rights
- Experience in financial and project monitoring, and donor reporting
- Proven track record of coordinating/liaising with donors, governments, development partners and civil society
- An understanding of national, regional and international human rights principles, standards, mechanisms and instruments
- Proven networking and partnership-building skills
- Pacific experience and an in-depth understanding of the human rights, good governance and development challenges in the Pacific
- Excellent English communication skills (oral and written) with a working knowledge of French being an advantage
Interpersonal skills and cultural awareness
- Ability to work in a multicultural, inclusive and equitable environment
Salary, terms and conditions
Contract Duration – Two years
Remuneration – The Programme Manager – Pacific Commonwealth Equality Project is a Band 11 position in SPC’s 2018 salary scale, with a starting salary range of 2,942‒3,677 SDR (special drawing rights) per month, which currently converts to approximately FJD 8,414–10,517 (USD 4,060–5,075; EUR 3,638–4,547). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.
Benefits for international employees based in Fiji – SPC provides a housing allowance of FJD 1,170–2,625 per month. Establishment and relocation grant, removal expenses, airfares, home leave, medical and life insurance and education allowances are available for eligible employees and their recognised dependents. Employees are entitled to 25 days of annual leave and 30 days of sick leave per annum, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).
Languages – SPC’s working languages are English and French.

The Pacific Commonwealth Equality Project is a two-year project, funded by the United Kingdom Foreign and Commonwealth Office. The goal of this project is to increase the capacity of Pacific Island countries and territories (PICTs) to drive inclusive and equitable social change through good governance, respect for human rights, and fairer opportunities for politically, socially and economically marginalised communities. The Project has three outcomes: (1) more PICTs establish active, Paris-principle compliant National Human Rights Institutions (NHRIs); (2) more PICTs develop NHRI action plans to guide, and monitor implementation of Universal Periodic Review (UPR) recommendations; and (3) the capabilities of marginalised groups, young members of parliament (MPs), and young business and civil society leaders to monitor and advocate for human rights and social inclusion are strengthened.
