Position Purpose

Pact is seeking a dynamic, experienced Burmese national for a key leadership position in its Myanmar country office, a large and complex program with multiple donors, various field offices, and hundreds of staff. The Programs Director (PD) leads the coordination and strategic positioning of all Pact Myanmar programs. S/he supports the Country Director to deliver high-quality programs and services, manage program staff, oversee financial resources, and maintain good working relationships with government officials and local partners. The PD directly supervises the activities of the Deputy Programs Director and the Managers/Coordinators for all Pact Myanmar projects and technical areas. In addition, the PD is responsible for developing new business opportunities in the country.

The Programs Director should be experienced and skilled in managing at a high level of complexity. S/he will be an active member of the Leadership Team.

Specific Duties and Responsibilities

Program Leadership and Management

  • Manage the Pact Myanmar Programs Team
  • Develop new programs, seek funding opportunities and expand the portfolio of Pact Myanmar activities in line with our Strategic Plan.
  • Act as point of contact for donors and represent Pact in technical forums, events and partnership activities.
  • Supervise Monitoring, Evaluation and Learning (MEL) activities to validate project outcomes and improve Pact operations.
  • Work with Communications team to share and publicize program outcomes.


Personnel/Administration

  • Ensure compliance with Pact and donor-related policies and regulations.
  • Coach and mentor teams to prepare and submit high-quality performance reports per the donor schedule.
  • Supervise Deputy Program Director and other Program Managers to ensure quality control, efficient spending, and sound decision making in all technical areas and programs.
  • Assist HR in ensuring Programs hires and retains creative, entrepreneurial and dedicated staff.
  • Contribute to making Pact a workplace that values collegiality and cooperation.


Qualifications

  • A Master’s degree in international development (or equivalent field) and at least 10 years of relevant experience as a leader.
  • Demonstrated experience managing and supervising large, donor-funded programs with multiple partners, sites, and beneficiary groups.
  • Outstanding staff management skills, including providing productive feedback and mentorship.
  • Skills in successfully cultivating donor relationships.
  • Excellent written and oral communication skills, including fluency in English and a local language.
  • Strong knowledge of USAID as well as other donors, including regulations, systems and procedures.
  • Proficient in common business software.
  • Ability and willingness to travel on a short notice.
  • A fierce desire to contribute to the development of Myanmar.
  • Burmese nationality.
