BACKGROUND & INTRODUCTION

The Peace Corps is looking for an Expert to serve in the Office of Overseas Programming and Training Support (OPATS). The Expert will provide the project planning, management, implementation, monitoring, and reporting of activities under the Digital Literacy Scope of Work to internal and external stakeholders.

QUALIFICATIONS

Required

· Skilled in project management including the ability to plan, delegate, coordinate, and implement activities to meet the requirements;

· Ability to articulate timelines, goals, and objectives and perform the administrative and operational tasks to achieve expected results;

· Ability to anticipate, identify, and solve problems as they arise and to seek assistance from the various offices and individuals;

· Skilled at building and maintaining strong relationships with appropriate internal offices, people, and individuals to implement tasks;

· Strong partnership skills able to liaise with USAID partner Points of Contact to communicate progress, identify constraints, and work towards solutions;

· Technical knowledge and experience in one or more of the following areas: digital literacy; gender equity; women’s economic empowerment; entrepreneurship; financial literacy; income-generation activities and small business development; organizational capacity strengthening for women’s groups.

DUTIES AND RESPONSIBILITIES

Duties and Responsibilities include but are not limited to:

· Coordinate implementation of a USAID agreement to build Peace Corps staff and Volunteer capacity to advance women’s economic empowerment and digital literacy.

· Track and ensure that all aspects of the Scope of Work are met with satisfaction and are communicated in a timely manner according to the requirements of the agreement.

· Work in close collaboration with Peace Corps staff and offices at headquarters and in the field on project planning, training and monitoring and reporting.

· Provide technical assistance to post staff (virtual and in person when possible) to assist Peace Corps staff to integrate women’s economic empowerment and digital literacy resources into PC post programming, training, and evaluation practices.

· Review, approve and administer funding requests from Peace Corps posts to implement in-country trainings that advance women’s digital and economic empowerment.

· Collaborate with the Community Economic Development Specialist to support identification and acquisition and/or development and revision of digital literacy and women’s economic empowerment knowledge resources (e.g., training sessions, curricula, idea books, eLearning modules, tip sheets) for Peace Corps staff’s and Peace Corps Volunteers’ use.

· Organize, implement and co-facilitate three regional women’s digital and economic empowerment workshops (may be virtual) to roll out new resources and build a community of practice among workshop participants.

· Support and moderate an on-going community of practice for staff to exchange best practices, experiences, and resources on women’s digital and economic empowerment.

· Organize and oversee Monitoring and Evaluation of activities and develop systems to track and report project results to internal and external audiences.

· Provide progress reports and/or regular updates on the work to the OPATS Director, Supervisory Programming Specialist, and inter-agency stakeholders through presentations and development of info briefs and/or annual and final project reports.

PLACE OF PERFORMANCE

Washington DC with some travel to Peace Corps Posts as needed. During the current climate of the pandemic, more virtual coordination and support is likely.

PERIOD OF PERFORMANCE

The Expert would provide a full-time level of effort (LOE), based on a 40-hour work week throughout the performance period of one year. The position may be extended for an additional year based on performance and funding.

Peace Corps Volunteers work in the following areas: education, youth outreach, and community development; health and HIV/AIDS; agriculture and environment; business development; and information technology. Within these areas, the specific duties and responsibilities of each Volunteer can vary widely. Ask any Peace Corps Volunteer and he or she will tell you that everybody has a unique experience.
