The Project Director for the Data for Implementation (Data.FI) project is responsible for overall project leadership and successful implementation. Data.FI is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance.
The Project Director in collaboration with the Office of HIV/AIDS, will provide technical and managerial leadership to the project to strengthen data, technology, and health information systems in support PEPFAR funded HIV activities. By improving global, regional, national, and community/local in-depth analyses of HIV epidemiologic and programmatic data, Data.FI expedites PEPFAR program achievements to improve client services and attain and sustain control of the HIV epidemic. Data.FI supports host country governments to enhance existing health information systems (HIS), informing management responses to gaps in HIV and AIDS programming and sustaining impact by supporting local partner transition. Management:

  • Liaises with OHA to provide project leadership and ensure efficient and high-quality project implementation
  • Responsible for consortium partner management and for allocating work across partners
  • Establishes a project culture; works to create a project community across partners
  • Establishes project policies, guidelines and workflows
  • Retains final responsibility for technical delivery across all project workplans
  • Responsible for all USAID and Palladium reporting requirements
  • Responsible for reaching goals and targets laid out in the project performance management plan
  • Responsible for project financial oversight, budget management and mitigating corporate risks


Technical:

  • Establishes and communicates the technical vision for the project
  • Provides technical leadership to OHA with respect to strategies for achieving project objectives
  • Provides leadership to the project technical advisory committee to develop core and field support workplans; approves all workplans and budgets
  • Stays abreast of evolving technical pain points in PEPFAR priority countries and innovations in information technology solutions
  • Cultivates relationships with other PEPFAR global projects and leads joint work
  • Builds relationships with external partners - Missions, PEPFAR implementing partners, other donors, private sector partners - with a view to identifying synergies and opportunities for joint working that will extend the impact of Data.FI
  • Showcases the impact of the project and presents best practices through participation in key meetings, technical working groups, and production of printed communication material
  • Graduate degree
  • 5+ years of current experience managing and using PEPFAR clinical and community data
  • Current understanding of clinical service delivery priorities and pain points under PEPFAR
  • Current and expert understanding of PEPFAR clinical and community indicators
  • Current and expert skills in using PEPFAR clinical and community indicators to improve programs
  • Expert understanding of methods for building data use capacity at site level through to headquarters level for implementing partners and USAID
  • Expert understanding of health information systems; working knowledge of health information system architecture considerations
  • Senior level skills in pricing/budgeting work and project financial management
  • Prior experience and senior level skills in relationship management, including - consortium management and USAID management
  • Senior level staff management skills with ability to plan and prioritize staff resources across a complex project; ability to build a cohesive and productive staff group
  • Senior level communication and presentation skills - ability to set and communicate a vision as well as project impact and best practices, to different types of audiences
  • Senior level diplomacy and negotiation skills - ability to set workplans and build consensus between clients, partners and colleagues
  • Prior experience and skills in managing project reporting; ability to provide direction on project M&E as well as financial reporting
  • Prior experience of working in a fast-paced, dynamic workplace and is delivery-focused, and expert skills in multi-tasking
  • Ability to work cross-culturally with flexibility to work across time zones, accommodating meeting times beyond the regular workday
  • Ability to travel up to 30%
