Job Summary:

PADF seeks a Project Director, based in Lima, for an anticipated Department of State-funded project focusing on assisting Venezuelan migrants, refugees and asylum seekers in Peru. This anticipated two-year project will support the populations of concern by providing humanitarian protection and assistance, as well as interim and durable solutions. Although most project activities will take place in Lima, PADF expects the candidate to cover other territories as needed. The Project Director will provide overall leadership and technical direction for the project and will oversee any PADF staff hired for the project, and will be the public face of PADF, the operational affiliate of the Organization of American States and a leading provider of services and support to Venezuelan migrants across the Americas.

Responsibilities:

  • Lead the implementation and provide strategic and technical guidance to the team for the completion of program activities of an anticipated two-year project focused on the Venezuelan migrant crisis
  • Coordinate closely and liaise with key stakeholders such as the State Department, UNHCR, UNICEF, IOM, and Government of Peru agencies
  • Oversee possible subawards to local Peruvian organizations
  • Conduct periodic field visits to various key and border territories
  • Ensure that benchmarks, performance goals, and indicators are monitored and achieved
  • Be responsible for the submission of high-quality English and Spanish written reports on project activities capturing impacts related to all activities
  • Perform strategic, financial, and operational planning, including work planning, forecasting, and ensuring project compliance with all contractual reporting and financial requirements of the Department of State
  • Manage a team of technical experts, advisors, local partners, and staff possibly remotely in other locations of Peru
  • Facilitate clear communication channels within the team and maintain communication with PADF regional offices or Washington, DC, headquarters as required
  • Foster partnerships and alliances to leverage additional funds and support for project activities
  • Other duties as required

Qualifications:

  • Master’s degree in international affairs/development, law, human rights, immigration/migration, public administration, refugee issues, or similar
  • Minimum of 10 years of relevant experience in refugees/migrants, human rights, immigration, humanitarian assistance, or similar field
  • Experience managing or implementing projects focused on refugees and/or migrants. Previous work with UNHCR, Department of State, or similar international agencies and organizations preferred
  • Understanding of the current political and social contexts in Peru and Venezuela
  • Previous experience working or coordinating with government agencies preferred
  • Excellent interpersonal skills, including demonstrated leadership and team-building with staff and partners at all levels
  • High level of maturity, good judgment, flexibility, and integrity of character
  • Outstanding troubleshooting and problem-solving skills
  • Excellent written and oral communications skills
  • Full professional fluency in English and Spanish is required
